Request for Council endorsement of a $35,000 grant application to PACTS to prepare a Falmouth Pedestrian and Bicycle Plan Update.

Action: Council action is anticipated.
Summary:
The Town Council included a directive in its 2012 - 2013 work plan to update the Falmouth Bicycle and Pedestrian Plan.

Every two years the Portland Area Comprehensive Transportation System (PACTS) solicits funding requests for new PACTS studies. Available funding for this region for the next two years is limited (approximately $300,000) and competition for these funds is expected to be significant.

Staff prepared the attached application for $35,000 to prepare an Update to Falmouth's Bicycle and Pedestrian Plan. The funding would allow the Town to hire a consultant to assist with this work.

This grant application requires endorsement from the Town Council by April 5, 2013. Additional endorsements will also be sought.
 
The proposed study will update and integrate into a single, comprehensive document two existing plans: the 2003 Falmouth Bicycle and Pedestrian Master Plan and the 2002 Falmouth Trails Master Plan. It will also build on two regional planning studies - 2010 Destination Tomorrow and the 2009 PACTS Regional Bicycle and Pedestrian Plan Update - and the numerous physical improvements that have been made over the last decade throughout Falmouth.

With this update the Town wants to bring the planning of all on- and off-road bicycle and pedestrian facilities together to provide a comprehensive look at ALL facilities available to people traveling and recreating using walking and biking. The proposed study will provide a clear direction of the work that remains to be accomplished over the next 10 years to make Falmouth an even more transit-oriented, bicycle- and pedestrian-friendly community.
