Update on the Community Facilities project, including potential future use of the Plummer-Motz and Lunt property.

Summary:
Update to Agenda Item 3 (supporting materials) of February 11, 2011:

The Town Council Chair and Vice-Chair met with town staff, Library representatives and Oak Point Associates on February 9, 2011. The participants at this meeting recognized that there may be an opportunity to reduce the cost of the overall project and developed some changes to the project cost and revenue sources that is identified as “Net Zero” Option #5.

Please see the attached comments from the Town Manager, dated February 11, 2011, and the attached Net Zero Option 5 table, dated February 11, 2011, for additional information.

Town staff did not include this information when the agenda and supporting materials were posted to the Town’s web site on February 10, 2011. We apologize for any confusion.

The January 24, 2011 Council agenda item 2 contained a project update from Councilors Payne and Pierce.

At the January 10th meeting the Council expressed an interest to pursue a possible lease with Child Development Services for the Plummer-Motz building. The Council also gave direction regarding the Falmouth Memorial Library. Two options are to be further explored: one, a move of the library to the Lunt building; two, construction of a new library on the Plummer-Motz and Lunt site.

At the February 14 meeting the Council is asked to review an analysis of develoment/renovation options (see last attached item - it prints best on 11 by 17) and decide on its next steps. The objective is to bring a proposal to the voters on the June 2011 ballot.

The following information is provided:
  • feasibility study for Plummer-Motz building for joint use by CDS (in Motz-Mason wing) and a Community Recreation Center (in Plummer-Mason), prepared by Oak Point Associates;
  • cost estimate for a hypothetical business tenant in Plummer and Community Recreation Center in Mason-Motz, prepared by Oak Point Associates;
  • concept site plan and cost estimate for a new 17,500 sf library at the Plummer-Motz-Lunt site, prepared by Oak Point Associates;
  • abatement estimates for lead paint, radon, asbestos, and other potential environmental hazards for the Plummer-Motz and Lunt buildings, prepared by Northeast Test Consultants (note: potential abatement costs for most of these hazards were not included in Oak Point's original cost estimates); and
  • cost estimate for an on-site 2-story expansion of the Falmouth Memorial Library, prepared by Jim Thibodeau of ADP (this has been an option suggested by some members of the public).
Using this information, staff developed a comparison for the remaining development options. The sources of the cost numbers used are also attached.
