Staff, Town consultants and representatives of Falmouth on the Green (FOG), will be present for this meeting. This has been an ongoing project (several years) in an effort to identify all deficiencies and infiltration sources prior to the Town considering acceptance of the system.
We have completed our condition analysis of the system and the general conclusion is that most infiltration is happening via the septic tanks. FOG is asking the Town to guarantee it will accept the system after FOG completes all alterations referenced in the attached report from Wright Pierce (Town consultant). In this scenario, the Town would assume the risk that the septic tank alterations do not solve the problem to the Town's satisfaction. The Town would benefit if the proposed solution works and infiltration is reduced.
In another scenario, the Town could require that the system be analyzed after the septic system alteration to provide assurance that the proposed solution is successful. It is unlikely that FOG would agree to this because the up front expense associated with the alterations to the system. The Town would also not benefit from the likely reduction in infiltration. A report (including appendices) from Wright-Pierce is attached. The report discusses the various inspections of the FOG sewer system conducted over
the last year. A letter from FOG is also attached. |
