PRESENT: Chairman Friedman, Councilor King, Councilor Parker, Councilor Perkins, Manager W. Reed, Deputy Clerk K. Humphrey, CEO A. Thomas, Parks & Recreation Director R. Young, Laura Rose Day of Penobscot River Restoration Trust. Councilor Hathaway was absent and excused.
ITEM 1. The March 30, 2009 Veazie Town Council meeting was called to order at 7:00PM.
ITEM 2. Consideration of the Minutes
Motion By: Councilor King —to accept the March 16, 2009 meeting minutes as written. Seconded: Councilor Perkins, Voted 4-0 in favor.
ITEM 3. Consideration of the Agenda
Chairman Friedman stated he would like to discuss the meeting that took place earlier in the day. This was added as item 4b. He stated he would also like to discuss a letter he received regarding the Police Department.
ITEM 4a. Redevelopment Committee Discussion
Manager Reed stated that before he went on vacation he had discussions with Cheryl Daigle and Jeff Reardon about the Town forming a redevelopment committee. This would allow the Town to start a dialogue or process on the reuse of the building at the Veazie dam.
Laura Rose Day stated that she had a brief conversation with Councilor Hathaway and they have a meeting scheduled for the week of April 6th. She outlined that the powerhouse was an asset that the Trust had no interest in keeping and they would like to sell it to a developer or do something where the Town could redevelop it. She added that there is economic stimulus money out there and it would be a good idea to look into it.
There was discussion on the structure of the committee and what kind of committee it should be.
Motion By: Councilor Perkins—to establish a redevelopment advisory committee for the purpose of future redevelopment of the Veazie dam site in conjunction with Penobscot River Restoration Trust, with a minimum of five members of which will consist of two Town Councilors, two members of the public and one member of a Town board or committee such as the Planning Board, Conservation Commission or Budget Committee. Seconded: Councilor King, Voted 4-0 in favor.
ITEM 4b. Penquis Meeting
Manager Reed outlined that while he was on vacation he received an email from Steve Mooers regarding a lunch meeting to discuss whether the Town was interested in working with Penquis CAP on another development of senior housing. He forwarded the email on to the Councilors that he had emails for as he was out of the country.
Chairman Friedman expressed his disappointment that two Councilors never knew of the meeting or the email. He outlined that one person is not the Council, they are not a Council until the five of them sit down together. He voiced his opinion that nothing should appear to be secret even if its not.
ITEM 4C. Letter on Police Department
Chairman Friedman outlined that he received a complaint on the Police Department in a letter. He spoke with Chief Leonard who also received the letter and the Chief is taking care of the situation.
ITEM 5a. Fire Truck Update
Chairman Friedman stated he would like to table this discussion until the next meeting when Councilor Hathaway would be present.
ITEM 6. Comments from the Public
There were no comments from the public.
ITEM 7. Manager’s Report
a. The Town Council reviewed a thank you letter to the Police Chief.
ITEM 8. Requests for Information and Town Council Comments
Councilor Perkins inquired on when the next newsletter is going out. He would like to see a little more detail explaining single stream recycling. There was all discussion about putting in something on brush clean up and the redevelopment committee.
Councilor Perkins outlined that he would like to discuss at a future meeting the possibility of moving to one meeting a month unless it is necessary to have more. Councilor King echoed Councilor Perkins thoughts on the matter.
ITEM 9. Warrants: Town Warrant 20, 20A & 20B, Town Payroll Warrant 20, School Lunch Warrant 20 & 20A, School Warrant 20 and School Payroll Warrant 20 were circulated and signed.
ITEM 10. Adjournment: Motion: Councilor King —to adjourn the March 30, 2009 TownCouncil Meeting. Seconded: Councilor Parker —there was no further discussion. Voted 4-0. Meeting adjourned 7:32 pm.
