ITEM 1. The May 12, 2008 Veazie Town Council meeting was called to order at 7:00PM.
ITEM 2. Consideration of the Minutes
Motion By: Councilor Perkins—to accept the April 28, 2008 meeting minutes as written. Seconded: Councilor Hathaway, Voted 4-0 in favor.
ITEM 3. Consideration of the Agenda
There were no additions to the agenda.
ITEM 4. Public Hearing – FY 2008-2009 Budget
Motion By: Councilor Hathaway—to open Public Hearing to receive comments on the FY 2008-2009 Budget. Seconded: Councilor Perkins, Voted 4-0 in favor.
Manager Reed stated that the school budget came in with a 5.5% increase however increased revenues will offset the increase. The municipal budget had a 2.8% increase but after new revenues the net increase is 2.1% which is below the growth allowance. The school budget exceeded EPS funding standards and will require a special ballot once again.
Manager Reed outlined that the mil rate is expected to stay the same or perhaps even slightly decrease.
Member of the Public Todd Lynch inquired if there were any new equipment being purchased like a new lawnmower. Manager Reed stated that a new lawnmower was not planned on being purchased. He asked if there was any other equipment being purchased for Public Works. Manager Reed stated that a new compactor and a blade sharpener were planned on being purchased at the current time.
There were no more comments.
Motion By: Councilor Perkins—to close the Public Hearing and return to regular session. Seconded: Councilor Hathaway, Voted 4-0 in favor.
ITEM 5a. Town Warrant
Manager Reed outlined that due to new requirements for the school’s budget that there are now 28 articles. He explained the new requirement to have a referendum election for the school budget even after it is approved at Town Meeting. This election will be held within 10 days of the Town Meeting.
ITEM 6. Comments From The Public
Member of the Public Travis Noyes stated that he had emailed Manager Reed regarding a water issue on his street and wanted to make sure something was going to be done to resolve it. Manager Reed stated that staff is proposing running catch basins up the side of the hill and that should hopefully address the water issue. Mr. Noyes also mentioned that there is a spring and due to a change in elevation it has caused quite an icing issue at his neighbor’s house and perhaps something could be done to address that as well.
ITEM 7. Manager’s Report
a. The Town Council reviewed a copy of the Illicit Discharge Ordinance that the Planning Board will be conducting a public hearing on.
b. The Town Council reviewed a copy of the RSU minutes and agenda.
c. The Town Council reviewed a copy of the franchise fees that Time Warner has paid to the Town in the past year.
d. The Town Council reviewed a copy of the School Committee’s meeting minutes and agenda.
ITEM 8. Requests for Information and Town Council Comments
Councilor Hathaway stated he would like to discuss the idea of bonding at a future meeting. Chairman Friedman stated that the Council can put it on the agenda at the end of June.
Councilor Hathaway also requested to have a representative from the BAT to discuss how things are going.
Councilor Perkins inquired where the Town was on the foreclosed properties. Manager Reed stated that he is sending the bidders prospectus to the Town Attorney for review. It will also be included in it that if there is any outstanding water or sewer bills that they be paid in full as well.
ITEM 9. Warrants: Town Warrant 23, Town Payroll Warrant 23, School Warrant 23, School Lunch Warrant 23 and School Payroll Warrant 23 were circulated and signed.
ITEM 10. Adjournment: Motion: Councilor Perkins—to adjourn the May 12, 2008 Town Council Meeting. Seconded: Councilor Hathaway —there was no further discussion. Voted 4-0. Meeting adjourned 7:22pm.
