1. CALL TO ORDER
The March 5, 2007 Selectmen’s Meeting was called to order by Chairman Scott Grierson at 6:00 pm.
2. ROLL CALL
Present were Chairman Scott Grierson, Selectmen Charlie Dillon, Chris Eaton, and Heath Higgins, and Recording Secretary Debbi Nickerson.
Members of the public present were Frank Gray – Warrant Committee, Mary Beth Judy – Warrant Committee, Nancy Thurlow – Union 98 Staff, Diane Waters – Tremont Consolidated School Principal, Amy Murphy – School Board Trustee, Tina Jewett – School Board Trustee, Ben Hodgdon – School Board Trustee, Mark Good – Islander, Laurie Schreiber – Bar Harbor Times, Linda Lord – Bass Harbor Memorial Library Trustee, Carrie Donovan – Bass Harbor Memorial Library Trustee.
3. ADJUSTMENTS/ADOPTION OF AGENDA
Chairman Scott Grierson suggested putting 8. Old Business after 12. Other.
Motion made by Selectman Charlie Dillon, with second by Selectman Chris Eaton, to move Old Business to after 11. Suggestions/Comments for Next Meeting. Motion passed 4-0.
4. APPROVAL OF MINUTES
A. FEBRUARY 20, 2007
Motion made by Selectman Charlie Dillon, with second by Selectman Heath Higgins, to accept the minutes of February 20th as written. Motion passed 4-0.
Selectman Kathi Thurston arrived at 6:03 pm.
5. APPROVAL OF WARRANTS
Warrant 104 $5,259.62
Warrant 105 4,926.75
Warrant 106 19,712.61
Motion made by Selectman Charlie Dillon, with second by Selectman Heath Higgins, to approve Warrants 104 – 106. Motion passed 5 – 0.
6. REVIEW SCHOOL BUDGET WITH WARRANT COMMITTEE
Principal Diane Waters and Nancy Thurlow explained the School Budget to the Selectmen and the Warrant Committee. Chairman Scott Grierson asked what the total increase is for this year. Nancy Thurlow responded with 4.3% - assuming the State’s share is $190,000.00. The State still has not set the amount of money the Schools will receive. The School’s Draft Expense Budget is a total of $2,314.706.00, and the Draft Revenue Budget is $2,314.706.00 (see attached).
Superintendent Rob Lebow arrived at 6:45 pm.
Motion made by Selectman Charlie Dillon, with second by Selectman Heath Higgins, leave the agenda at 6. and go to Other 12. Motion passed 5 – 0.
7. AGENDA ITEM 12. OTHER
The Selectmen discussed with Tina Jewett, a member of the School Board, an incidence that happened with the gym and the memo the Selectmen asked Town Manager Millard Billings to send at the previous Selectmen Meeting.
Chairman Scott Grierson asked to have the sign in front of the old Town Office cleared.
He also noticed the address in the phone book is wrong.
Selectman Kathi Thurston said she believed that according to the agreement with the cable company, the Town Office should have wireless internet access and the Selectmen agreed to pursue wireless and TV.
Chad Smith, the Town Attorney arrived at the Selectmen’s Meeting at about 7:30 pm.
Motion made by Selectman Charlie Dillon, with second by Selectman Heath Higgins, to move back to agenda item number 8. Old Business. Motion passed 5 – 0.
8. OLD BUSINESS
A. ACQUISITION OF PROPERTY
Chad Smith suggested the Town get a hold of the by – laws and charter of the Southwest Harbor Animal Shelter and send them to him for review. He will then speak to Town Manager Millard Billings of the options he sees that are available to the town. Mr. Smith agreed with the Selectmen they should make an offer.
Motion made by Selectman Charlie Dillon, with second by Selectman Heath Higgins, to go to 7. New Business. Motion passed 5 – 0.
9. AGENDA ITEM 7. NEW BUSINESS
A. REVIEW SALT/SAND BUILDING PLANS
Motion by Selectman Charlie Dillon, with second by Selectman Heath Higgins, to table bids for the Salt/Sand Shed. Motion passed 5 – 0.
10. AGENDA ITEM 9. ANNUAL BUDGET
A. BOARDS & COMMITTEES REQUESTS
Motion made by Selectman Heath Higgins, with second by Selectman Kathi Thurston, to recommend passage for the Planning Board’s budget of $6,350.00. Motion passed 5 – 0.
Motion made by Selectman Heath Higgins, with second by Selectman Charlie Dillon, to recommend passage of $13,500.00 for the Cemeteries. Motion passed 5 – 0.
Motion made by Selectman Heath Higgins, with second by Selectman Charlie Dillon, to recommend passage of $375.00 for the Memorial Day Flags. Motion passed 5 – 0.
Motion made by Selectman Heath Higgins, with second by Selectman Kathi Thurston, to recommend passage the Solid Waste Committee’s $1,200.00. Motion passed 5 – 0.
Motion made by Selectman Heath Higgins, with second by Selectman Chris Eaton, to recommend to carry forward the unexpended funds for the Solid Waste Committee. Motion passed 5 – 0.
Motion made by Selectman Chris Eaton, with second by Selectman Heath Higgins, to recommend passage of $10,000.00 for the Seal Cove Rec Facility. Motion passed 5 – 0.
Motion made by Selectman Heath Higgins, with second by Selectman Charlie Dillon, to recommend passage of $15,000.00 for the Veteran’s Memorial. Motion passed 5 – 0.
B. MUNICIPAL
Do not have for this meeting.
11. AGENDA ITEM 10. TOWN MANAGER’S REPORT
Motion made by Selectman Heath Higgins, with second by Selectman Charlie Dillon, to appoint David Campbell to the Landscaping Committee. Motion passed 5 – 0.
12. AGENDA ITEM 11. SUGGESTIONS/COMMENTS FOR NEXT MEETING
Municipal Budget, the Salt/Sand Shed and excuse Chairman Scott Greisen’s vacation for 3 weeks.
