Roll Call:  Spencer, Lopes, Dermody, Abreau present at 5:34 PM .    

Chairman Dermody stated that the Planning Department has an intern, Shane O’Brien, working on the Master Plan.  He’s a student at U-Mass Amherst studying environmental design.  

The Board wished their secretary Denise Paiva ‘Happy Birthday”.

Chairman Dermody asked the Board and everyone to keep Mr. Faulkner in their thoughts.

Arthur made motion to accept June 2, 2011 minutes, seconded by Tony. All in favor.

Public Hearing – Form J – 54 Jackson St. – waiver of frontage – to split one lot into 3 lots – Kevin Wells
Roll Call:  Dermody, Abreau, Lopes and Spencer present.  Hearing opens at 5:34 pm.  Letters from City Planner, Conservation Commission, B.O.H., Fire Dept., Engineer and Water Dept. were read into the record.  Paul Patneaude, P.E., stated the applicant received ZBA approval and now they just need P.B. for frontage.  Paul stated he will talk to Veolia about the sewer. Tony stated this is only a driveway and will not be accepted by the City.  Paul answers yes, just a driveway and there will be a homeowner’s association.  
Arthur made motion to open public input, seconded by Tony.  All in favor.
No one appearing in favor or opposed of proposal.  
Manny made motion to close public input, seconded by Tony. All in favor.  
Manny made motion to approve Form J, seconded by Tony. All in favor.
Hearing closes at 5:40 PM

Public Hearing – Form J – 228 Tremont St. – Waiver of frontage – to split one lot into 2 lots. – Darrin Thibault
Roll Call:  Dermody, Spencer, Lopes and Abreau present.  Hearing opens at 5:40 PM.   Letters from City Planner, Con. Comm., B.O.H., and Water were read into the record.    Atty. David Gay and Darrin Thibault were invited into the enclosure.    Atty. Gay stated they received ZBA approval to split one lot into lots.  The Three Mile River abuts this property as well as the zoning line from Urban to Rural Residential District.  Atty. Gay stated the lot with the existing house is bigger and in the future might be possibility of renovating house and rotating house.    Manny asked if each lot will have their own driveway?   Atty. Gay answers yes.  Tony made motion to open public input, seconded by Arthur. All in favor.
No one in favor or opposed to the proposal.   
Arthur made motion to close public input, seconded by Manny. All in favor.
Manny made motion to approve Form J including the City Engineer’s comments, seconded by Tony. All in favor.   Hearing closes at 5:44 PM.

Tony made motion to revert out of the regular order of business, seconded by Manny. All in favor.

Special Permit – 228 Berkley St. – 24 unit condo development – submitted by Oscar Squared Inc., Richard Feodoroff.  Need to send recommendation to Council.
The Board informed Mr. Feodoroff that they have several issues with the City Engineer’s letter and thought it would be best if they continued to allow time to address all concerns.  It was noted Mr. Frank Tabak, Berkley Street was in attendance.  Richard Feodoroff and Marc Tisdale, HBW were also in attendance.   Mr. Feodoroff agreed to continuance until next month.
Manny made motion to continue until next month, seconded by Tony. All in favor.

Chairman Dermody stated he was disappointed with the Taunton Development Corp. who appeared before the Municipal Council regarding some land for recreation land.

Liberty & Union Ind. Park – Phase I – Completion of Revolutionary Dr. – E-5 Circulated
Dept. comments from City Planner, B.O.H., Water Dept., Conservation Commission and TMLP were read into the record.  
Jon Connell, Field Engineering was invited into the enclosure.  He stated Revolutionary Drive is all completed after meeting with the City Engineer a while ago and did some patching, striping.   
Manny made motion to find the subdivision complete and forward a positive recommendation to the Municipal Council for street acceptance. Seconded by Tony. All in favor.

Prospect Hill Preserve – Request for Lot Releases – Lots 1 & 2 (holding 0 surety)
Dan Russell, President Hill Sears Point, representing Joseph Lynch, stated he’s requesting 2 lot releases.  The City Planner’s letter and City Eng. Letter was read into the record.    
Tony made motion to release lots 1 & 2 upon receipt of $ $20,429.00 for each lot, seconded by Arthur. All in favor.  

Tony brought up Sabbatia Landing Condos off Bay Stret.
He made motion to invite owner, Carlos Melo, to next meeting with update and time frame on when work will be STARTED?  Seconded by Arthur. All in favor.
