Roll Call: Spencer, Campbell, Lopes, Abreau, Medeiros and Dermody present. Meeting opens at 5:35PM.

Arthur made motion to accept May 6, 2010 minutes, seconded by Manny. All in favor.
Public Hearing – Proposed Zoning Changes relative to Site Plan Review Authority & Threholds – Dated 4/26/10
Roll Call: Spencer, Campbell, Abreau, Lopes, Medeiros, and Dermody. Hearing opens at 5:35 P.M.
City Planner read dept. comments from B.O.H., and Water dept. which were placed on file.
Kevin stated the idea of this zoning change is to move the filings that are currently require DIRB approval to the Planning Board or Council. Kevin stated he has had a pre-review with the City Council and he doesn’t anticipate any concerns. Manny stated he has read all the proposed changes and doesn’t have any problem with it. Kevin stated any new industrial construction project or addition larger than 30,000 sq. ft. but smaller than 100,000 sq. ft., any commercial project or addition other than office that is larger than 4,500 sq. ft. of gross floor in size, any office construction project or addition that is larger than 10,000 sq. ft. of gross floor area in size will be require DIRB review and a public hearing with the Planning Board. Kevin stated if the
buildings over 100,000 sq. ft. will not change from their current regulations. He stated the council wants mitigation in certain instances and the DIRB board doesn’t feel comfortable mitigating and would rather have an elected Board do the mitigation in regards to roads, sewer, water, etc. These projects will get a more detailed review by the elected Board and the DIRB will still review the smaller projects. Bob asked how this affects the Industrial Parks? Kevin answers they would have to come before the P.B. if they were large enough. Kevin stated an existing building would stay with the DIRB. Dan stated this came about when the Zoning Change for Hart’s Four Corners was approved. Dan asked Kevin about the re-zoning of Phase 4 & 5 of the Myles Standish Industrial Pak and what building restriction was placed on them? Kevin stated that was only a certain area and he thinks it’s about
40,000 sq. ft. buildings?
Alan made motion to open public input, seconded by Tony. All in favor.
No one appearing in favor or against petition.
Alan made motion to close public input, seconded by Arthur. All in favor.
Arthur made motion to forward a positive recommendation to the Municipal Council to approve these changes relative to Site Plan Review Authority & Thresholds, dated 4/26/10. Seconded by Manny. All in favor.
FYI: Communication from URS Corp., - Relative to Revised Scope of Project Scope – Holloway Street over Route 140 Northbound -- Informational purposes.
