Minutes of the Taunton Conservation Commission February 7, 2011
Present: Chair Brian Marques, Vice Chair Neil Kelly, Commissioners Steven Turner, Debra Botellio, Renwick Chapman, Ernest Enos, and Marla Isaac.
Motion to approve the minutes from the meetings on January 10, 2011 and January 24, 2011, DB, second MI, so voted.
Continued Certificate of Compliance
1. Liberty & Union Industrial Park, Taunton Dev. Corp., (COC), SE73-1653 Field report states that on 12/10/10, MR recommended a number of maintenance issues to be addressed prior to issuance of the COC. The hearing was then continued to 1/10/11 and then to 2/7/11. As of the above date, the recommendations have not been addressed. It is also impossible to review any possible work due to the snow cover. MR recommends that the TCC continue the hearing for this COC until 2/28/11 to ensure that the work is completed and no snow cover is on the ground. The following is the list of items to be addressed:
-Detention Basin 1: Clean out catch basin at elev. 80.03 on Stevens St.; clean all three inverts
-Primary Sediment Forebay (west side of Revolutionary Drive (13+00): Clean out all accumulated sand;
-First stream crossing: Clean up debris and silt fence on west side of road:
-Catch basin east side of road (near 17+00): take out silt sock and clean;
-Detention basin on Lot 5RC2: Clean inverts to forebay;
-Catch basin at 22+00 northeast side of road: take out silt sock and clean;
-Catch basins at 31+00: clean at road level;
-Catch basin between 37+00 and 38+00 west side of road: Clean;
-Detention basin 4 on Lot 3R: Clean in front of flow control structure and outlet: clean inlet at forebay;
-Catch basin at 49+00 on south side of road: Clean surface;
-all siltation control measures can be removed.
The wetland replication and restoration areas are all showing at least 75% wetland vegetation and meet the criteria for completion under state and local by-law as well as federal requirements. Motion to continue to 2-28-11, DB, second MI, so voted.

Continued Public Meetings
1. 80 Diniz Drive, Turner, (RDA), DSE-1005 Field report states that this project is for the construction of a 10’ x 20’ pool house within the 100-foot buffer zone of a BVW. Due to the additional snow cover MR was unable to verify the wetland; therefore MR recommends that the TCC continue this project to the 2-28-11 meeting. Motion to continue to 2-28-11, DB, second MI, so voted.

Amendments
1. John Quincy Adams Road, COT-Water Dept., (Amend), SE73-2386 The field report states that this project received an Order of Conditions on 5-5-09 for the replacement of the water storage tank and work done to Dever Wells #1 and 2. This amendment is to add the following work to the existing Order of Conditions: 1. Install approximately 3,500 linear feet of 12” ductile iron (DI) water main along two existing access roads that connect Well 1 and Well 2 to the new storage tank and 2. Install a chemical feed facility to treat water. This will be interior work located within the pedestal of the new water tank. The proposed DI water main will replace portions of existing unlined cast-iron (CI) and asbestos cement (AC) water main. The existing water mains will be abandoned in place. MR
recommends that the TCC approve the proposed additional work and issue an Amendment to the existing Order of Conditions to include the previous general and special conditions. This does not change the three-year work period of the original Order of Conditions which will end on 5-5-12. Motion to approve the amendment, RC, second DB, so voted.
Continued Public Hearings
1. 97 Ingell Street, Cooperative Production, Inc., (NOI), SE73-2452 The field report states that this project is for the proposed construction of two handicap ramps, patch and resurface existing paved parking areas, and re-grade existing fill piles and spread washed stone on an existing gravel drive. Due to the snow cover, MR was unable to do a proper site visit and wetland line verification. MR recommends that the TCC continue this NOI to 3-28-11. MR spoke with the representative earlier today and he is in agreement with the continuance. Motion to continue to 3-28-11, DB, second MI, so voted.
2. 342 Winthrop Street, St. Germain, (NOI), SE73-2463
3. 47 Waverly Street, Woolley, (ANRAD), SE73-2461
4. Lot 19A S. Precinct Street, Poillucci, (NOI), SE73-2462
Motion to continue 2, 3, & 4 to 2-28-11 and make sure applicant for 342 Winthrop Street is present at the meeting on that date, ST, second RC, so voted.
Public Hearings
1. 155 Duffy Drive, Butterfield, (NOI), SE73-2464 The field report states that this project is for the construction of an in-ground pool with concrete apron and patio. The wetland was delineated by John Delano. MR was unable to verify the wetland line due to the snow cover, therefore she recommends that the TCC continue this filing to 2-28-11. Motion to continue to 2-28-11, DB, second ST, so voted. Applicant was also asked to work with her engineer on other ways to place the pool in the yard. She agreed to look into this.
Other Business
1. FYI MR had a meeting on possible places to put snow when removing it from downtown areas, etc. Motion that before a decision is made on this, please check with the TCC, send a letter to the City Council/ Mayor, DPW stating that no excess snow it to be put within any TCC jurisdiction that does not have prior approval from the commission, ST, second DB, so voted. Motion that TCC does give approval to store snow at Hartshons parking lot, ST, second NK, so voted.

3. 25 foot WPZ discussion. Motion to designate a meeting to discuss the fees schedule (once they are received and looked over by the commissioners) on 3-28-11, DB, second RC, so voted.
