Stow Board of Selectmen
June 28, 2016
Town Building
 
Present at the meeting that was held at Town Building were James Salvie, Brian Burke, Donald Hawkes, and Thomas Ryan. Ingeborg Hegemann was absent.

Also present were William Wrigley, Town Administrator and Maureen Trunfio, Administrative Assistant.

Mr. Salvie called the meeting to order at 7:00 p.m.

None

Chairman’s Comments:
Mr. Salvie spoke about the end of the fiscal year bringing with it many retirements and he wanted to thank all Town employees for their service.


Meeting Minutes
Mr. Ryan moved to accept the meeting minutes of the May 11, 2016 meeting with amendments. Mr. Hawkes seconded the motion and it was passed unanimously.

Mr. Ryan moved to accept the meeting minutes of the June 14, 2016 meeting as drafted. Mr. Burke seconded the motion and it passed. Mr. Hawkes abstained.

Certificate of Appreciation – Susan Latham
Retiring Animal Control Officer Susan Latham was not present, but the Board expressed their appreciation for her years of service to the Town.

Mr. Burke moved to approve and sign the Certificate of Appreciation for retiring Animal Control Officer Susan Latham. Mr. Hawkes seconded the motion and it was passed unanimously.

Certificate of Appreciation – Karen Kelleher
Retiring Planner Karen Kelleher was present, and the Board expressed their appreciation for her years of service to the Town.

Mr. Hawkes moved to approve and sign the Certificate of Appreciation for retiring Town Planner Karen Kelleher. Mr. Ryan seconded the motion and it was passed unanimously.


Public Hearing re: Chapter 61A property at 241 Boxboro Road
At 7:18 p.m. Mr. Salvie opened the public hearing regarding the sale of land currently enrolled  in Chapter 61A. Mike Kopczynski, Chair, and Laura Spear of the Stow Municipal Affordable Housing Trust, was present and explained Chapter 61A program, State requirements regarding affordable housing and possible plans for the parcel. He mentioned the possibility of between two and six units on the property, and added a number on the lower end would most likely be the case. Cortni Frecha, Chair of the Community Preservation Committee, was present and said that the CPC voted unanimously to support this project. They would contribute $40,000 to purchase Lot 2 and an additional $40,000 for associated costs.

After public comment, Mr. Kopczynski addressed the questions and concerns that were raised. The Board chose not to waive the Right of First Refusal and allow the decision and to allow the decision of whether the Town should purchase the land to be determined at a Special Town Meeting on August 8, 2016.
 
Mr. Burke moved that the public hearing, for consideration of the Town’s Right of First Refusal for Chapter 61A property located at 241 Boxboro Road, be closed. Mr. Hawkes seconded the motion and it was passed unanimously.
Pursuant to MGL Chapter 61A, section 14, Mr. Hawkes moved that the Town continue to consider exercising its option to purchase, or to assign its option to purchase, property located at 241 Boxboro Road and owned by Susan G. Winkler and Frederic P. Messinger, as described in the Notice of Intent to Sell dated January 15, 2016 and to send written notice to the land owner. Mr. Burke seconded the motion and it was passed unanimously.

Permit for Recreation Department Boating Program
The Recreation Department wants to continue its boating program for Camp Stow using canoes and kayaks, and when camp is not in session, rent out the canoes and kayaks when the Town Beach is open.

On the recommendation of the Lake Boon Commission, Mr. Ryan moved to grant a Commercial Use Permit to the Stow Recreation Department for its boating program for Camp Stow and the Town Beach, for the 2016 season and valid through December 31, 2016 and to waive the $5 fee. Mr. Hawkes seconded the motion and it was passed unanimously.

Discussion/vote on executing Intermunicipal Agreement with Town of Boxborough for Animal Control Services
Mr. Hawkes moved to approve and sign the Intermunicipal Agreement with the Town of Boxborough for Animal Control Services for the period from July 1, 2016 through June 30, 2017, as presented by the Town Administrator. Mr. Ryan seconded the motion and it was passed unanimously

Discussion/vote on appointments to Stow Cultural Council
Mr. Hawkes moved to appoint Amie Shei to the Stow Cultural Council, to serve a three-year term from July 1, 2016 through June 30, 2019. Mr. Ryan seconded the motion and it was passed unanimously.
Mr. Hawkes moved to appoint Alex Rosiewicz to the Stow Cultural Council, to serve a three-year term from July 1, 2016 through June 30, 2019. Mr. Ryan seconded the motion and it was passed unanimously.

Discussion/vote on Annual July 1 Appointments
Mr. Hawkes moved to make the following appointments of individuals and committee members, the positions having been duly posted and, for which the applicants have applied, as listed on pages 3 through 7 of the motions from Ag Commission through Dispatch. Mr. Mr. Ryan seconded the motion and it was passed unanimously.

Discussion/vote on Reappointment of Fire Chief and authorization of Town Administrator to Sign Contract
Chief Joseph Landry was present and the Board and Town Administrator recognized his diligence and voted to reappoint him.
Mr. Ryan moved to reappoint Joseph Landry as Fire Chief for the Town of Stow, and to authorize the Town Administrator to sign the Fire Chief’s contract. Mr. Hawkes seconded the motion and it was passed unanimously.

Town Administrator’s Report
Mr. Wrigley informed the Board that he had attended a meeting regarding the Minuteman High School Building Project on June 20th to discuss Belmont’s position. There will be a district-wide vote on September 20, 2016.
He reported that the three Nashoba Regional School District Town Adminstrators met with the Superintendent of Schools and Don Lowe was appointed to serve as the municipal representative to teacher salary negotiations.
Mr. Wrigley left the meeting at 9:32 p.m.



Discussion re: Role of Liaison and discussion/vote on Selectmen’s FY17 Committee Memberships & Liaison Assignments
Mr. Salvie led the discussion regarding the role of Selectmen’s liaisons. It was clarified that liaisons may, but are not required to, attend any/all meetings of their assigned Committee. The liaison should maintain contact with the Committee chair, review minutes, and be available to the Committee chair when required.
The Selectmen discussed their current liaison assignments and any changes they may want to make for the FY17 fiscal year.

Liaison Reports
Mr. Burke reported that the CPC (Community Preservation Committee) will be discussing warrant articles for the August 8, 2016 Special Town Meeting. He also discussed changes to the Bylaw that no longer requires a representative from the Assessor’s Board to attend CPC meetings.
Mr. Burke made a motion to adjourn the meeting at 9:45 p.m. Mr. Ryan seconded the motion and it was passed unanimously.
