Stow Board of Selectmen
August 9, 2016
Town Building

Present at the meeting that was held at Town Building were James Salvie, Brian Burke, Donald Hawkes, Ingeborg Hegemann and Thomas Ryan.

Also present was Maureen Trunfio, Administrative Assistant. William Wrigley, Town Administrator was absent

Mr. Salvie called the meeting to order at 7:00 p.m.

Public Input: None

Chairman’s Comments: Thanked all of those who turned out for the Special Town meeting.

Meeting Minutes
Mr. Hawkes moved to accept the meeting minutes of the July 26, 2016 meeting with amendments. Mr. Ryan seconded the motion and it was passed unanimously. Mr. Salvie abstained.

Mr. Ryan moved to accept the meeting minutes of the April 26, 2016 meeting as drafted. Mr. Burke seconded the motion and it passed. Ms. Hegemann abstained.

Discussion/vote on Donation of Historic Sign
Lew Halprin was present and offered the donation of a historic sign to the Town to be placed at the intersection of Boon and Sudbury Roads. The Board unanimously agreed to accept the donation.
Mr. Hawkes moved to accept the gift of a Lake Boone[sic]/Sudbury Road historic sign from Lew Halprin, to be installed by the Highway Department at the intersection of Boon Road and Sudbury Road. Mr. Ryan seconded the motion and it was passed unanimously.

Discussion/vote on liquor license for Stow Acres Country Club
The Board voted to issue a 2016 liquor license to Stow Food & Beverage LLC, d/b/a Stow Acres Country Club. They postponed discussion regarding the pro-rated fee for the license until their next meeting.
Pending determination of the fee to be determined at the Board of Selectmen’s meeting scheduled for August 23, 2016, and given that all the local and state requirements for M.G.L. c. 138, section 12 license holders have been met, and the Massachusetts ABCC (Alcoholic Beverages Control Commission) has granted approval, Mr. Hawkes moved that the Board issue a 2016 liquor license to Stow Food & Beverage LLC, d/b/a Stow Acres Country Club. Mr. Burke seconded the motion and it was passed unanimously.
Discussion/vote on permit for Bike for the Woods – Sunday, August 28
Approval from Public Safety and a Certificate of Insurance had been received by the Selectmen’s Office. The Board voted unanimously to approve the ride.
With the approval of Public Safety officials, Mr. Burke moved to approve the use of Town public ways for the Stow Conservation Trust Bike for the Woods on Sunday, August 28, 2016. Mr. Hawkes seconded the motion and it was passed unanimously.

Discussion/vote on permit for ALS Bike Ride Sunday, September 25
Approval from Public Safety and a Certificate of Insurance had been received by the Selectmen’s Office. The Board voted unanimously to approve the ride.

With the approval of Public Safety officials, Mr. Hawkes moved to approve the use of Town public ways for the 2016 Positive Spin for ALS bike ride on Sunday, September 25, 2016. Mr. Ryan seconded the motion and it was passed unanimously.

Town Administrator’s Report
Although the Town Administrator was not present, Mr. Ryan mentioned that the Massachusetts School Building Authority (MSBA) has issued their final report. And the Center School Project is officially finished. He thanked all involved in the process.
Liaison Reports
Mr. Hawkes attended the Lake Boon Commission meeting as a Committee member. He suggested the Commission move up the date for their next meeting, as there are many lake issues to deal with at this time of the year. At that meeting he nominated Theresa O’Riorden to serve as Chair, but she declined and will continue to serve as Secretary. He mentioned a boat from Pine Point Road that had been submerged, most likely, by heavy-wave boats. Department of Environmental Police was present to oversee the clean-up process. He mentioned that the protocol for such an event is for the owner to immediately contact the Fire Department.
Ms. Hegemann mentioned SMAHT’s (Stow Municipal Affordable Housing Trust) interest in the disposition of Town Buildings. SMAHT would appreciate communication with the  Town Building Use Committee, when disposing of Town Building for consideration for  affordable housing use.
Mr. Hawkes made a motion to adjourn the meeting at 7:45 p.m. Mr. Ryan seconded the motion and it was passed unanimously.
