ELEMENTARY SCHOOL BUILDING COMMITTEE MEETING MINUTES
 
July 14, 2008

COMMITTEE MEMBERS IN ATTENDANCE:   Amy Finkel Hastings, Ellen Sturgis, Lisa D’Alessio, Michael Wood,

Stephen Quinn, Craig Martin, Gary Bernklow. Absent: Lynn Colletti, David Korn, Greta Morgan, Greg Irvine

APPROVAL OF June 6, 2008 MINUTES
 
MOTION
Ellen made a motion to accept minutes of April 28, 2008, seconded by Steve    VOTED AND PASSED.  (Gary

abstained)
 
MSBA update
1.         Michael has been in contact with George Driscoll, MSBA attorney, on ICC issues: confirmed by Mr.

Driscoll and town counsel that issues concerning eligibility of other 2 towns to apply for MSBA funding

in the future will not be an issue. 
•           School Committee has approved and signed the ICC and the Memorandum of Agreement (MOA) drawn up

to clarify Stow’s ownership of the project.  BoS has approved the ICC and is short one signature and will

sign the MOA after ESBC discusses it at tonight’s meeting.  MOA was modeled after a similar agreement

used for the Hale project years ago.
•           MW will submit ICC after last signature is obtained this week.
•           With Stow confirmed as the lead on the project, MCPPO question is still an issue if we want to

use CM at Risk.  May need to ask Stow TA to get certified or determine for sure whether the district

representative will fulfill the MCPPO requirement.  Once MSBA is engaged, we will address this question

with them.
 
2.         Michael confirmed that future from project payments from MSBA will be made to NRSD and then

credited to Stow’s assessment.  MSBA guidelines say that payments will be made as the project progresses,

so there should not be any large lump sum payments.
 
3.         OPM RFQ final document has been posted by MSBA.
•           MSBA is now using the term RFS (Request for Services).
•           Amy has compared draft to our document and while we are waiting for approval to post our OPM RFS,

Michael will work on completing the RFS template and Amy will work on revising the criteria sheet to be

used in choosing candidates.
•           MSBA needs to OK our posting, so Michael will call Mary Piccatti to inquire about it this week.
•           Amy, Craig, Michael and Steve will be the group choosing candidates to be interviewed, based on

their areas of expertise.  (will the same group be interviewing them?)
•           MSBA guidelines suggest a short list of 3-5 candidates to interview.  Will need to submit the

committees rankings to MSBA.
 
Preliminary dates chosen:  
•           7/28/08 – ESBC meets to review OPM RFS draft to post
•           8/04/08 – meet to approve/vote on RFS?
•           8/06/08 – have RFS completed to submit to Central Register
•           8/13/08 –OPM RFS runs in Central Register/ ad in Stow Independent
•           8/21/08 – information session at Center School (before school begins)
•           9/03/08 – deadline for candidate submissions.
 
 
 
 
Beacon Villager Letter to Editor
•           Due to the timing on newspaper deadlines, Ellen decided, without consulting ESBS members, to

submit a clarification of an article in The Beacon Villager that implied Stow was moving ahead without

MSBA funding.  Committee agreed that she was prudent to do so and thanked her for getting it done.

Next Meeting:  Monday, July 28th – primarily to approve OPM RFS posting.
