Meeting Minutes

Attendees: Ellen Sturgis (Co-Chair arrived at 7:50), Amy Finkel-Hastings (Co-Chair), Lynn Colletti, Craig Martin, Stephen Quinn, Michael Wood,  Gary Bernklow (arrived at 7:40).
 
Review Agenda

Announcements
 
     M.W. attended an MSBA Conference. Meeting was a presentation and questions were not taken, a questionnaire was distributed to be filled out and returned by Superintendents for answers. MSBA Director stated that they would begin prioritizing the 127 districts which include Stow in November. Open concept classrooms were mentioned by MSBA as priorities.
 
     Report of MSBA tours of Pompo basically confirms issues laid out in SOI.
 
     A.F.H. reported on some research into CM at Risk. Discovered that Stow needs, per State Law, someone certified as a Mass. Certified Public Procurement Official in order to procure any construction or design personnel.
 
L.C. has had conversations with the Inspector General, who confirmed with the Attorney General, that Stow could have a project with a pre-engineered building and add/reno under the CM at Risk process.
 
Approve Minutes
 
     G.B. moved to accept minutes of 9/24/07. A.F.H. seconded. Unanimous approval.

     G.B. wrote draft article, few changes proposed. G.B. will edit and submit to newspapers.
     
Associate Members
 
     Edits to draft were discussed, OK to post.
 
 
OPM RFQ
 
     A.F.H. presented MGL ch. 149 guidelines for OPM – should have good negotiating skills. Experience in negotiating guaranteed maximum price. Experience with CM at Risk. Experience with pre-engineered buildings.
 
     M.W. will edit and distribute.
 
CM at Risk
 
     C.M. spoke to a construction attorney regarding CM at Risk, his opinion was that it is a favorable way to go.
     C.M. also spoke to State Fire Marshall Steven Coan and will coordinate a visit with DCAM as Fire Fighting Academy construction project has a CM at Risk.
     A.F.H. discussed research described earlier.
 
Homework
 
     G.B. to edit and submit newspaper article.
     L.C. to follow up on pre-engineered construction.
     S.Q. to contact Waltham State Rep. who was involved with school construction there.
     E.S. to post assoc. member and research 501(c)(3)
     M.W. to revise RFQ and distribute and contact other districts with recent CM at Risk exp.
