Minutes
February 21, 2012

A meeting of the Stow Conservation Commission was held at the Stow Town Building, 380 Great Road, Stow, Massachusetts, on February 21, 2012 at 7:00 in the evening.

There were present:     Helen Castles, Vice Chair
David Coppes
Ingeborg Hegemann Clark
Doug Moffat
                        Kathy Sferra

Absent:                 Rebecca Mattison, Chair
        
                                                
comprising a quorum of the Commission; also

                        Patricia R. Perry, SCC Coordinator
                        Maureen Trunfio, SCC Secretary

The Conservation Commission meeting was called to order at 7:00 PM.

Approve Minutes

David Coppes made a motion to approve the minutes of February 7, 2012 as drafted and amended.  Ingeborg Hegemann Clark seconded the motion and it was passed unanimously.

License Agreement for Tuttle Lane Ag Land

Perry drafted a license agreement to offer Lenny Rodriguez a three-year license to farm five acres of land at Tuttle Lane. The rental rate will be $50 per acre.  The Commission voted to approve the agreement.

David Coppes made a motion to approve the three-year agricultural license for Lenny Rodriquez  to farm five acres of land at Tuttle Lane. Doug Moffat seconded the motion and it was passed unanimously.


Solar Fields Don McPherson
Don McPherson of Minute Man Air Field had contacted Pat Perry with a request for permission to clear trees on Conservation Land adjacent to the airfield.  McPherson is pursuing the installation of solar fields at the airport and would like to remove trees along the periphery in order to maximize solar impact. The Commission will discuss this issue at a future meeting.


Burn Permit for Phillip Noonan Field
Steve Mong requested permission from the Stow Fire Department to burn brush at Phillip Noonan Field, the agricultural land that he farms between Arbor Glen and the Bose facility. Because the land is owned by the town and managed by the Conservation Commission, the fire department requires that the Conservation Commission apply for the burn permit. The fire department was concerned with the lack of street address for the parcel and the availability of water. The Commission verbally agreed to approve a request for a burn permit on behalf of Applefield Farm contingent upon fire department requirements.

Wetland Protection Bylaw Regulations

The Commission reviewed Sections 1-4 previously drafted in 2002.  Future working sessions will be scheduled.


Adjournment

Kathy Sferra made a motion to adjourn the meeting at 8:45 PM. David Copes seconded the motion and it was passed unanimously.

The Commission adjourned at 8:45 PM.
