Minutes, October 24, 2005, Community Preservation Committee Meeting
Present: Community Preservation Committee members: Bob Wilber (Chairman), Karen Gray, Corinne Green, Laura Spear, Kathy Sferra and George Dargaty
Associate Members: Jim Sauta and Margie Lynch
Also present: John Beusch (President, Stow Conservation Trust ~ SCT) & Jean Lynch (VP, SCT)
Administrative Assistant: Deb Seith
The meeting began with a quorum at 6:30 PM.
CUSHING PROPERTY – CHAPTER 61B
· Bob distributed “Article 2: Acquisition of the Cushing Chapter 61 Land”. It showed the breakdown of the $1,758,050 for appropriation.
· Bob & Kathy said that the allocations matched up with the appraisal report and the funds available.
Committee Member Dave Walrath (Vice-Chairman) joined the meeting at 6:36 PM.
· Bob let everyone know that the Stow Conservation Trust (SCT) decided to make a direct contribution of $100,000 to the CPC Open Space fund. This contribution keeps with the SCT mission, reduces the open space funds needed from the CPC budget, and allows the CPC to apply for a larger self-help grant. In order to make the contribution binding, John Beusch (President, SCT) had prepared a document stating the intent of the SCT. George asked if anyone else had to approve this agreement. Bob did not believe that legal counsel is required to approve it, but John said the SCT would support that if it needed to happen. Laura stated that the
SCT has made contributions like this before and has a history of good faith and trust.
Laura moved that we recommend to appropriate $1,100,000 to be transferred from the Community Preservation Funds for the acquisition by purchase, eminent domain or otherwise of the following described portions of the 70 ± acres parcel of land consisting of a portion of Map R-01 Lot 27 on Walcott Street, Stow, known as the so-called Cushing Property of the Cushing property as stated in Article 2 with the understanding of the commitment from SCT to donate $100,000 to the Community Preservation Fund for Open Space.
Kathy seconded the motion; six members voted in favor, Dave abstained.
Laura moved that we support the allocations as stated in Article 2 Motion as follows: $500,000 for the purpose of Open Space (acres as indicated in the motion), $347,500 for the purpose of Active and Passive Recreation (acres as indicated in the motion), and $252,500 for the purpose of Affordable Housing (acres as indicated in the motion).
George seconded the motion; five members voted in favor, Dave & Kathy abstained.
At this time the CPC moved into the auditorium for the Town Meeting.
