The Stonington Harbor Management Commission held a regular meeting on Monday, November 13, 2006 at 7:00 p.m. at Stonington Police Headquarters. Committee members present were Chairman Peter Vermilya, George Kenyon, Jack Gorby, Rose Raffo, William Abt, Ed Smith, William Geary and Rod Johnstone. Arthur Medeiros was absent. Harbormaster Eric Donch was not present.
Chairman Vermilya called the meeting to order at 7:03 p.m.
APPROVAL OF MINUTES
Mr. Kenyon made a motion to accept the October 2, 2006 minutes. Ms. Raffo seconded the motion and it was unanimously approved.
CORRESPONDENCE
Chairman Vermilya received fliers from the Connecticut Marine Trades Association announcing their October 18, 2006 Exposition for boatyard employees. An E-mail was received from Joan Booker who will be resigning as SHMC secretary as of December 31, 2006. Ms. Raffo will advertise the position.
TREASURER’S REPORT
Mr. Abt reported that September bills paid included harbormaster and secretarial expenses. A $295.00 credit was received for computer software. In October, the secretarial bill was paid. Total cash on hand is $9532.00 for the SHMC account; $100.00 for the boat fund and $3880.00 for the dock fund.
Chairman Vermilya has an outstanding invoice of $24.68 due to Port Supply. Mr. Kenyon made a motion to accept the Treasurer’s Report. Mr. Geary seconded the motion and it was unanimously approved.
HARBORMASTER’S REPORT
Harbormaster Donch was unable to attend due to his night shift work schedule. He spoke with Chairman Vermilya by telephone and reported that during the October 28 and 29, 2006 weekend, winds blew 40-50 mph. He was aboard the Robert G and worked with Dodsons to minimize damage but, three boats broke loose. Harbormaster Donch recommended that double bridle mooring pennants be made mandatory when the Harbor Management Plan is rewritten.
Also, the bow line parted on the Robert G which resulted in damage to the port side, aft. Harbormaster Donch will obtain a repair estimate from Dodsons and ask PMW Marine for a referral of glass workers. Due to the unexpected cost of the repair to the Robert G, Mr. Abt recommended that Harbormaster Donch include a donation request for the boat fund in his mooring permit renewal mailing.
OLD BUSINESS
Mooring Inspection Process and Schedule
The Commission suggested that mooring inspections be conducted every 3 years and that all moorings be properly sized to the boat. Final approval of the process and schedule will be needed before the Harbormaster mails his mooring renewal letter in January.
Waiting List Renewals
The Commission suggested that Harbormaster Donch send an annual letter to the mooring waiting list people asking each of them to confirm that they wish to remain on the list. This confirmation letter would most likely be sent during the summer.
NEW BUSINESS
Mr. Gorby said that the newly formed organization, CUSH - Clean Up Stonington Harbor, plans to expand its charter to include the Mystic and Pawcatuck harbors.
Mr. Gorby reported that last Wednesday, the Water Pollution Control Authority presented its proposed plan for upgrading the Mystic, Stonington and Pawcatuck plants. Upon completion of the Mystic upgrade in 2012, effluent will no longer be diverted into Stonington Harbor.
