08-14-06 Minutes
The Stonington Harbor Management Commission held a regular meeting on Monday, August 14, 2006 at 7:00 p.m. at Stonington Police Headquarters.  Committee members present were Chairman Peter Vermilya, George Kenyon, Jack Gorby, Arthur Medeiros, Rodney Johnstone, Ed Smith, and Rose Raffo.  William Abt and William Geary were absent.  Harbormaster Eric Donch was present.

Chairman Vermilya called the meeting to order at 7:02 p.m.

Approval of Minutes
Mr. Kenyon made a motion to accept the July 10, 2006 minutes.  Mr. Smith seconded the motion and it was unanimously approved.

Correspondence
Chairman Vermilya did not receive any jurisdiction correspondence.  Invoices were received from PMW Marine, Port Supply and the Harbormaster for phone and gas expenses.

Harbormaster’s Report
Since the last meeting there have been no new mooring permits issued, given up or assignments offered.  The waiting list total is 196.
Harbormaster Donch will mail registered letters to five waiting list applicants in a final attempt to locate them.  If no reply is received, they will be removed from the waiting list.
Harbormaster Donch received a request from the Connecticut Department of Revenue Services for the mooring holders and waiting list boat registrations.  He will work with Mr. Smith to provide the database.
Harbormaster Donch received a quote of $602.57 from Ingram’s Canvas for 2 leaning post cushions for the Robert G.  He will request quotes from other vendors.
The Robert G had its 20 hour check at PMW Marine.  There have been problems with two Michigan Wheel propellers.  PMW Marine installed a replacement Yamaha propeller.  PMW will address the cavitations ring problem with Michigan Wheel.
Harbormaster Donch received a letter from Mr. Brad Moynihan indicating that he may have been dropped been from the SHMC waiting list in 1989.  Chairman Vermilya will research the SHMC records.
Mr. Kenyon made a motion to accept the Harbormaster’s Report.  Mr. Johnstone seconded the motion and it was so voted.

Status of Revised Harbor Management Plan
Mr. Smith presented a proposed mooring inspection procedure list.  He will draft the guidelines after reviewing suggestions from Commission members and Don and Steve of Don’s Dock and Dodson’s respectively.


SHMC Computer
Chairman Vermilya said that he has not received the bill for the computer and printer.  Mr. Smith will provide a copy of what he signed and provided to the Town Finance Department.

Future Meeting Schedule
The October meeting will be held on Monday, October 2, 2006 at the Stonington Police Headquarters.  Commission members plan to discuss possible schedule changes for December, July and August.

Lobster Pots
Mr. Donch and Mr. Gorby prepared a list of approximately 20 lobster pots that remain in the harbor past the May deadline for removal.  Harbormaster Donch left telephone messages for the DEP officer for action.

Commercial Moorings
Mr. Gorby will present his investigation of commercial moorings in other Connecticut harbor plans at the September 11, 2006 meeting.

Mushroom Anchors
Mr. Johnstone noted that some mushroom anchor shanks are a hazard to boats.  The Commission will check with area marinas regarding setting mushroom anchors.

CUSH – Cleanup Stonington Harbor
Mr. Gorby reported that a new organization, CUSH, has been formed to alert the community to non-source point water pollution.  Chairman Vermilya asked Mr. Gorby to extend an invitation to Ms. Graceland Guyol of CUSH to speak at a Commission meeting.

WPCA Update
The Water Pollution Control Authority is waiting for recommendations from its consultants regarding upgrading the Mystic, Stonington and Pawcatuck plants.  Public hearings will be held in 2007.

Adjournment
Mr. Kenyon made a motion to adjourn the meeting at 8:00 p.m.  Mr. Johnstone seconded the motion and it was so voted.
