Chairman Dilley called the meeting to order at 7:04pm. Those present at this meeting of the Pawcatuck River Harbor Management Commission, held at the Edythe K. Richmond Homes Community Building were:

Chairman Dilley appointed Mr. Schaub as a voting member this evening in Mr. Chalecki’s stead. He advised those members of the public present that their input was welcome as long as items pertained to the agenda.
The July 2006, minutes were reviewed. Mr. Schaub made a motion to accept these minutes with one correction. Mr. Smith seconded, and the motion passed unanimously.
Before reading the harbormaster’s report, Chairman Dilley asked for a moment of silence in Mr. Forbes’ honor. Discussion followed regarding unidentified mooring owners. Mr. Remo Laureti, a resident of 100 Riverside Drive, present this evening, had much to say on the subject. Mr. Dilley reiterated once again, that this Commission, without a plan, has no say on the subject at this time. All that could be done was a monitoring of such moorings with the contention that the matter be revisited once a plan is in place. Mrs. Anita Horrigan of Greenhaven Marine Services, also present this evening, assured those present that her company, although consulted by Mr. Forbes on the matter, was in no position to pull moorings. As Chairman Dilley had stated, without a plan, moorings are an issue covered at the
State level only until a Plan is passed.
There were no reports from local or state representatives. Mrs. Ballou read the Finance Report. She advised that the dollars to be used for printing of the plan has a deadline
This evening’s correspondence was for information only, and consisted of approval for a dock on Mechanic Street.
Under Old Business, Chairman Dilley advised that a hard copy of the Plan had, in fact, been forwarded to DEP for review. When it is returned, comments will be reviewed by the Commission prior to posting it on the Town’s website. Plans will then be made for a public hearing.
Under New Business, a letter will be sent to the First Selectman, asking that he request the Governor’s office to advertise for the position of Pawcatuck harbormaster. It was advised by a state official that the position of assistant harbormaster be filled as well.
Mrs. Horrigan of Greenhaven Marine Services advised that RI had recently reactivated their efforts to create a plan. She advised that the Westerly harbormaster position has always been held by the Chief of Police, currently Chief Mello.
Prior to the next public meeting, Mr. Schaub will make up a cross reference list of the changes incorporated in the Plan that initiated from the last public meeting.
Discussion followed on the last item under New Business, “Getting the word out about the Plan”. Flyers, posters, and word of mouth were discussed. Listing the benefits of having a Plan in place will make up the bulk of these media methods. Benefits cited, but not limited to, are:

There being no further business, motion to adjourn at 8:26 pm was made by Mrs. Ballou and seconded by Mr. Smith. Motion passed unanimously.
