06-01-06 Minutes
The Mystic Harbor Management Commission held a regular meeting on Thursday, June 1, 2006 at 7:30 p.m. at the Fourth District Voting Hall.  Commission members present were:  Chairman David Carreau, Lou Allyn, Richard Lotz, Jack Washburn, Jack Lee, and Fred Allard.  Harbormaster Paul Watts was present.  Students Chloe Leverone and Andrew Carney were present.

Call to Order
Chairman Carreau called the meeting to order at 7:30 p.m.
The Commission said the pledge of allegiance.

Approval of Minutes
Mr. Allyn made a motion to accept the May 4, 2006 minutes.  Mr. Lotz seconded the motion and it was unanimously approved by the Commission.

Harbormaster’s Mooring – Unauthorized Moorings
A mooring is available for Harbormaster Watts to temporarily tie up and control boats in trouble.  Additionally, a mooring is available during relocation of NITA – CT 8487X when it is moved from the east/west fairway.  Harbormaster Watts will make arrangements.

Derelict Boat – CT 2553 AL 03
This court matter is pending.  CT Raised Bill No. 5658, will become law on July 1, 2006.  This will more easily allow the Town to become involved.

Mooring Application Letter
Mr. Allyn drafted a letter for delinquent renewals which can be used by both the Mystic River and Masons Island Harbormasters.  Groton Harbor Commission will be given a copy.  Harbormaster Watts said that all 2006 renewals have been returned and two moorings have been given up. The waiting list will be ready next week.

Harbormaster’s Report
Harbormaster Watts reported that green can #27 off Mystic River Marina and red can #20 off Noank Village Boatyard have been moved respectively 200´ north/25´ east and 20´ northwest which narrows the channel.  He will contact the USCG.  The Groton pumpout boat is not currently in service.  It needs to be repaired due to vandalism.  He urged the Commission to install the No Wake/6 mph sign on Morgan Point.

Dredging of Federal Channel
A bill has been passed by the House of Representatives that provides $400,000.00 for the testing and sampling of the Mystic River.  This starts the process for maintenance dredging.



Public Dinghy Dock – Sign
Chairman Carreau and Mr. Lee installed the rules sign on the public dinghy dock ramp.  An interpretive sign and a sign for donor recognition have yet to be provided.  Chairman Carreau will contact the Marine Affairs Committee to expedite.  A ribbon cutting ceremony is scheduled for June 29, 2006 from 9 a.m. to 12 noon.  A comment was made that the gate appears intimidating.

Kayak Trail
Mr. Allyn will check if funding is available for Long Island Sound Grant Funds for the proposed kayak brochure.

Name for Bay East of Masons Island
Mr. Lee made a motion that the bay east of Masons Island does not need a name.  Mr. Allard seconded the motion and it was unanimously approved.

Public Safety – Docks
Mr. Greg Gilmartin of Mystv is preparing a dock water safety awareness section in the videos he produces for tourists.

LI Sound Stewardship Act of 2006
Rep. Simmons introduced a bill in the House of Representatives that would provide $25 million dollars per year from 2006 to 2013 for the acquisition of land and site enhancement.  A presentation and discussion of the bill will be held at the Marine Affairs Committee.

Leno/Hogrefe/Fitzwilliam Dock
Mr. Allyn made a motion that the Commission reviewed DEP Application No. 200501033-GC without comment for a shared fixed pier and float.  Mr. Washburn seconded the motion and it was so voted.

Federal EPA Notice
The EPA at the request of the CT-DEP has declared the area from the Thames River to Hadley Point in Guilford a no discharge zone.  This is in line with efforts to make the entire Connecticut coastline “no discharge” as has been done in Rhode Island.

Adjournment
Mr. Lee made a motion to adjourn the meeting at 8:30 p.m.  Mr. Washburn seconded the motion and it was so voted.
