Meeting Minutes –2/26/2015
Community Hall Annex

Meeting opened at 6:33AM.  Attending:  Doug Briggs, Tom Dufault, Mark O’Clair Michele Van Reet
Guests:  Attorney Paul Cranston, Town Counsel
  • Review and approve past minutes
Minutes from 2/19/2015 were reviewed.  A motion was made and seconded to accept the minutes as presented.  Motion passed unanimously.
  • Bid discussion & response
A motion was made (Briggs) and seconded (Dufault) to send a letter to Barton.  Motion passed unanimously.  
  • New business
  • Attorney Cranston noted a problem with RFP dates because anything submitted to the Central Register by next Tuesday will not be published until March 11.  Dates modified to:
  • March 11  - Advertised/RFP Available
  • April 4 – Pre-proposal visit (9:00 AM)
  • April 22 – Questions (4:00 PM)
  • May 21 – Proposals due (4:00 PM)
  • Proposed article for Town Meeting – include $15,000 for “associated costs” – Dufault will draft it.
  • Warrant Articles – Attorney Paul Cranston will finalize the wording.
  • Discussed possibly establishing an EOA (Economic Opportunity Area) @ Town Meeting.   Wait on TIF – clock starts when it’s approved.
  • Dufault will talk to Pare about proper register stamp on the survey.  Attorney Cranston will also follow-up if needed.
  • Committee members should review the following for the next meeting:
  • RFP revisions
  • P&S Agreement
  • Rutland Heights map – make sure we are clear on location of Lots 1 and 2.  Dufault will ask Pare to draw lot lines on the map.
  • The question was raised if a 21E was ever completed?  No, but the cleanup was done jointly with the DEP.
  • Attorney Cranston suggested we anticipate what will happen if the developer ‘goes belly up’ during construction?  Dufault asked if we could bond the project.
