Meeting Minutes – 7/23/15
Community Hall Annex

Meeting opened at 6:30AM.  Attending:  Mike Sullivan, Doug Briggs, Mark O’Clair,  Michele Van Reet
Visitors:  Mr. Dick Williams
  • Minutes of 7/13/15 meeting reviewed.  Briggs motioned to accept the minutes.  O’Clair seconded.  Van Reet abstained, all others approved.
  • HPPD Review board - Bonnie Besse out of contention for HPPD Review Board at this time.  Board agreed that Brett Russ will be appointed.
  • Indemnification and purchase & sale agreement has been signed and returned to Barton.  Two problems outstanding:
  • Waiting for TIF documents for the town meeting.  Expecting by Friday.
  • Barton engineer is concerned with wetlands on site 2, not sure if they can build there.  The markings on the map show tributaries, which can’t be built within 400 ft.  Mike walked the site with them, there is nothing there – no water, no bed, in fact – there is a buried pipe that has been there for a very long time.  They may want to switch to site 1.  Mike is working to get the situation rectified with DCR and
  • Mike is concerned with how the process will work if they need to switch to Lot 1, he will check with Attorney Cranston.
  • Doug put together the HPPD overview sheet.  Doug stated that he copied the information from the bylaw.
  • Mike has confirmation from Chris Senecal that he is able to serve on HPPD Review Board.
  • Town Administrator contacted Mike regarding 2 concerned citizens requesting more information about the Rutland Heights property.  They would appreciate fact-based answers to their questions:  
  • The road is really a driveway.  If it becomes a road, it could create more traffic and there are concerns with traffic interfering with pedestrian and bicycle safety.  Is this a public way?  ANSWER:  Yes, it was accepted at a Town Meeting.  It’s not registered in the court house, but is accepted as a town road.
  • What is the building’s proposed set back?  Not sure, Mike will look it up.
  • What other parking and other site requirements are in the restrictions & allowances in the Rutland Economic Opportunity Area?  This information is outlined in the HPPD, Mike will check into details.
  • Will the marketability of the rest of the property be impacted/slightly diminished by the impact of the property?  
  • How many sites were listed in the RFP?  3 sites.  
  • Will RDIC issue additional RFPs?  Yes, as required.
  • When the hospital was closed, the sewer was capped.  Is there a fee for the business to connect to the main sewer line?  This expense should not be shifted to residents.  ANSWER:  There is a connection fee.
  • What is the available sewer capacity and what is the sewage usage estimate of this building?  That’s calculable, Mike will find out from Barton.
  • Would more detailed architectural and site plans become available?  Will the public have input in the design?  ANSWER:  
  • Doug checked into the sewer capacity issue from past records.  20,000 gallon/day capacity was allocated for the Rutland Heights property.   The capacity now is together, but we should still have the capacity reserved for the property.
  • Mike asked if we got a workplace violence policy from the Town Administrator that we need to sign and return.  No one else received it.   Mike will make copies and get them to us.
  • Mike has contacted Flo Design to get the site cleaned up.  The tower is down, but there is still a pad, fencing, and shack that need to be cleaned up.  The Flo Design rep commented that they should only have to take the pad down to ground level, but Mike confirmed that it needs to be removed.
  • Mr. Williams asked about the exact size of the parcel that we sold and if they are allowed to subdivide the property.  {We had discussed this previously and determined that they would not have the frontage on Maple Ave.  They could offer a right of way through the parking lot.  Mike is not concerned about that.}  What brought us to the price? {It was what they offered.}   Is the guard house going to stay there?  {Yes, that is the plan to put a new roof on it and make it into a memorial.}    
  • Next meeting:  Thursday, July 30, 2015.
  • Briggs motioned to adjourn.  O’Clair seconded.  Unanimously adjourned at 7:10.
