TOWN OF RUTLAND
PLANNING BOARD

                                         Minutes 1/30/18

Location: Town Hall Annex 246 Main Street
Opened: 6:30pm
Note: This meeting was recorded for the secretary’s records.

Present: Norm Anderson (Chairman), Marilyn Sidoti, Dick Williams, Shawn Moore, Tim Nahrwold
Guests: Peter Craine

The Selectmen have set the special town meeting for March 12th to vote on a Marijuana Moratorium.  The board discussed a date for a public hearing on the Marijuana Moratorium. They also discussed the location.  It was agreed upon that the meeting would be posted in the Landmark on February 8th and February 15th. The hearing will be held in the town hall annex on February 27th at 7pm.

Dick questioned if anyone knew the results of the survey that had gone out with the annual census concerning the moratorium.  Peter Craine is tallying the votes and will give the information to the Selectmen at a future Selectmen meeting. He did not divulge the current tally.

Norm referenced the actual text that came from KP Law with the wording of the Moratorium. Everyone has seen it.

Dick made a motion to set the public hearing date for Marijuana Moratorium for 7:00pm on 2/27/18.  Shawn 2nd, all in favor.

Norm spoke with Gary about the Gill Report on the Bear Hill Bridge.  Gary said that if the deficiencies mentioned in the report are corrected that Mass DOT will take over responsibility of the bridge once the road has been accepted by the town. Gill is a Mass DOT approved engineering firm.  Dick would like this in writing from Gary.

Norm drove down to Brice Lemon. The fifth house foundation is in and National Grid was there.  Dick asked Margaret if Blair can give them a 20 year bond for the sewer system that has been put in.  It was not inspected by town employees, so Dick feels that town should not be responsible for it.  This will be discussed with Gary. Norm said he saw report on the water line from Yankee engineering and there was a leak in the line.

The board reviewed the letter to send to RDIC regarding the proposed housing at the Rutland Heights Property. Laurie will send the letter out.

Shawn made a motion to close the meeting.  Dick  2nd, all in favor.
Closed: 6:50 pm
                                                                                        Respectfully submitted,                                                                                          Laurie Becker, Secretary
