Minutes:  The board reviewed the minutes from the 9/25/18 meeting.  The Quinn Report dated 9/25/18 regarding Bear Hill was referenced. Will Cassanelli (building inspector) was consulted regarding number 50 which spoke of trees and a shed in a drain easement at Station 0+00-Station 4+50. Will requested we reach out to Quinn to find out the address of this property. Laurie will reach out to Carl Hultgren.  It was noted that Ron Barron from CMRPC will be coming to the 10/23/18 Marijuana Bylaw Public Hearing and that KP Law will not be present. Shawn moved to accept the minutes. Marilyn 2nd, all in favor.  

Correspondence: The board reviewed public hearing notices from neighboring towns. There was an invoice from the Telegram for the 3 public hearing notices for the upcoming solar projects. Prices have gone up a little for legal ads.

Bear Hill: Norm and Dave visited Bear Hill today.  They looked at the infiltration system for storm water and came to an agreement that it is ok the way it stands now.  It is different from what was on the original plans and should have come before the planning board. It did not, but it is functioning fine as it is and Gary (DPW) is satisfied with it.  The final inspection by Quinn Engineering to make their determination on street acceptance will be on 10/11/18. All items on the Quinn report must say resolved for the board to recommend the road for street acceptance.

Public Hearing – Protech Energy Solutions Solar Project Glenwood Pl Assessor’s Map 66, Block A, Lot 5

At 7:03pm Norm announced that this hearing would be postponed due to the applicants’ request. The applicant requested the postponement in part because it was uncertain if there would be a quorum of members and also because the site walk has been delayed due to weather. The site walk has been postponed to October 22nd and will begin at 4pm at 309 East County Road and continue through the 5 Solar Project locations as posted on the town website. Several abutters who had come for the hearing requested to view the plans. It was agreed that copies of the plans would be emailed to interested parties.  Amy, Silvia and Vincent all requested emailed copies. Laurie will send out them out. Silvia referenced the orders of condition on Blair’s special permits on Glenwood Place.  She feels that Blair has not fulfilled the conditions of approval. The conditions could not be located during the meeting to be viewed and will be researched by Laurie for future discussion. Norm believes the only condition regarding the public portion of the road, where Silvia lives, is to put down grindings. Blair did put down the grindings. Norm also recalled that there would be an HOA for the residents on the private portion of Glenwood Place to care for road maintenance and that there needed to be a turnaround for public safety and DPW vehicles.  At 7:34pm Shawn made a motion to postpone the public hearing to 11/13/18 at 7:00pm.  Marilyn 2nd, all in favor.

Shawn made a motion to continue the 0 Campbell Street public hearing at 7:05pm on 11/13/18 and to continue the 309 East County Road public hearing to 7:10pm on 11/13/18.  Marilyn 2nd, all in favor.

Public Hearing – ZPT Energy Solar Project Glenwood Rd II on Glenwood Rd Assessor’s map 65-C-1
At 7:41pm Marilyn made a motion to postpone the Glenwood Rd I public hearing to 7:15pm on 11/13/18 and to postpone the Glenwood Rd II public hearing to 7:20pm on 11/13/18.  Shawn 2nd, all in favor.

New Solar Projects: 3 new solar projects were submitted to the planning board by ZPT Energy at 90 Bushy Lane, 101 Glenwood Place Extension and 258 East County Road. Check #’s 2396, 2398 and 2399 respectively for $500.00 each for the three projects were accepted. Laurie will add the introduction of the 3 projects and the setting of the public hearing dates to the next agenda before the Marijuana Bylaw Public Hearing. The applicant will be brief. There are 2 more solar projects anticipated to be submitted soon from ASD Glenwood Solar LLC and ASD Campbell MA Solar LLC on Glenwood Road and Campbell Court. David noted that we have not been charging the $200.00 for public hearings that is on the fee schedule. This was an oversight. We will not go back to past applicants, but will request this fee going forward.
                
Brice Lemon: Norm was there yesterday at the same time as Carl Hultgren. They were preparing the foundation for the sidewalks. There were two distinctly different materials used for the gravel foundation.  An email from Carl was referenced dated 10/9/18 which had pictures of the sidewalk.  One material appeared to be organic. Blair had been sent a letter requesting that he either put in granite berms or move the wall in the location where the wall was put in the wrong location. Gary (DPW) stated that granite berms are insufficient for safety and he wants guardrails installed. The board agreed this is better for safety, however, due to it being right in front of the first house the board felt aesthetically this was not the best option.  The option of potentially putting in a wooden guardrail was discussed. Blair was going to speak to Gary about this option. Shawn suggested using boulders. Norm did not feel there was enough room to put boulders.  

Shawn motioned to close the meeting. Marilyn 2nd, all in favor.
