Public Hearing Minutes 8/08/17
        Wheeler Road 1 Estate Lot Public Hearing
Present: Norman Anderson, chairman; Dick Williams; Marilyn Sidoti; Tim Nahrwold; Shawn Moore, Jeff Bagg, Town Planner

Public Hearing – Pleasantdale Estates, LLC. application to create an estate lot on Wheeler
Road

Hearing opened at 7:00pm
Norm read the legal ad.   The applicant, Clea Blair, then presented the plans. He showed that the lot meets estate lot requirements.  He noted that the ANR on the plan has been previously approved by the planning board and it has been recorded.  

Dick asked about the sewer.  Clea showed where the E1 line is on the plans.  Jeff asked about septic and Clea said that it will be on town water and sewer.  It was discussed that Clea will need to call dig safe.  

David Fredette questioned the location of the house.  He was shown on the plans the approximate house location.   David expressed concerns with possible blasting that may need to be done due to ledge.  He said there is passive radon and is concerned a fissure may open and wonders whose responsibility that will be.  Clea states that he does not want to blast. His intent is to build the house up on the ledge and to bring in fill.  

Fredette also asked if the land had been surveyed.  He was told by Kiritsy that, yes, it was.  Fredette wants the land to be staked so that the property borders are clear. He wants to ensure there are no trees on his property cut down in error.  Clea said he will put in tomato stakes, but not iron pins because they are too costly.  The applicant agreed to stake the property at the points where it abuts the 8, 12 and 14 Wheeler Road properties before the land is cleared.  This will be listed as a condition of approval for the estate lot.  

Kurt brought up the issue with water pressure that he currently has.  If an abutter waters his lawn as the same time there is a noticeable drop in water pressure.  He is concerned with the water pressure with another house going in.  Clea recommended they speak with Gary in the DPW because this is town water and something that would need to rectified through the DPW.  Clea thinks perhaps a gate valve is not opened.

Fredette also questioned what the pitch of the land will be on the new estate lot. The abutters are concerned about water runoff and whether the water will pool in their yards.  Clea could not answer without looking at the pitch of the land, but he did say they always try to divert the water away from other houses and not towards them.  There was conversation about possible swale and rip rap.  

Dick made a motion to close the public hearing.  Shawn 2nd, all in favor.

The public hearing closed at 7:20pm.
