Driveway Openings Brintnal Drive (Scenic Road)

Present:  Norman Anderson, Dick Williams, Marilyn Sidoti

Hearing opened at 7:00pm.

Chairman read the legal ad and explained the public hearing process.

Mr. Julian Votruba (New England Environmental Design) presented the plan.

Referenced:
  • Existing driveway
  • Applicant will be mitigating loss of stonewall by building another stone wall
  • Scenic Road Bylaw
Board members:
  • Chairman asked members if they believe a site walk is warranted.  
  • Dick stated that he has a concern with the width of the driveway
Discussion ensued.

Abutters and Board comments:
  • Main concern is what is going to be put where her property is.
Response: Edge of driveway shown on the plan will be the same.  Single driveway will follow existing one.  If the Planning Board has an idea for something to go there Mr. Votruba and Mr. Blair do not have a problem with it.

  • Chairman asked if anything different is being proposed other than drainage.
Response: Mr. Votruba stated that it will stay the same.

  • Trees were referenced: Few trees in areas on the plan looked bare.  
Mr. Jeff Bagg (town planner):Would like assurance from applicant that the  access to the stonewall will not get disturbed  as it will act as a buffer.  
  • Gary Kellaher’s (DPW) letter dated 6.28.16 was read.  “The DPW recommends the sewer layout to become an easement to be maintained by the contractor.  Other than normal permitting for a road opening, applicant must take into consideration that Brintnal drive is a scenic road and the contractor must abide by both the State statute and local policies”.
  • Are all driveways on Brintnal?  Response:  Two are on Pommogussett and the remainder on Brintnal per Julian Votruba.  
  • The Board asked Mr. Votruba and Mr. Blair if they were agreeable to replacing 50 feet of stonewall where they are taking out stonewall.   Discussion ensued.
Mr. Votruba stated that he is taking out 18-20 feet but has 25 feet but he already took 8 feet which equals 33 feet.  
  • Visibility issue on Pommogussett Road was referenced.
Dick moved to close the hearing, Marilyn 2nd

Dick moved to amend his motion to include conditions which Mr. Bagg (town planner) will assist with on the notice of decision, Marilyn 2nd, all in favor.
