Meeting opened at 6:37pm
- Review minutes of 3.8.16:
Minutes were corrected but will be held until next meeting when Marilyn and Tim are present.
- Prospect Street/Irish Lane/Maple Spring Drive/Marc Elbag: This is a 6 lot plan. Plan was reviewed. Dick moved to endorse, Addison 2nd, all in favor. $650.00 received Check #11004.
- East County Road/Julian Votruba: Property is owned by Mr. Gibbs (61A). Creating a parcel 50 foot strip to be combined with Macarruso property.
Dick moved to endorse, Addison 2nd, all in favor. $400.00 Check received #4066
Meeting recessed at 7:04pm for public hearing for Common Driveway and 2 estate lots (Marc Curtis), 230 Pleasantdale Road.
Meeting reconvened at 7:10pm.
- River Road/Mr. Jeff Bussiere:
Mr. Bussiere stated that he recently bought the property on Halfrey Road. He started to research the land because Blair property is in close proximity to where he lives.
Proposed houses were referenced. Frontage off of River Road is close to the road. Mr. Eric Smith, Planner, obtained a plan for him from the Worcester Registry of Deeds.
Mr. Bussiere asked if he would be notified if there is a public hearing. He was informed that as an abutter he would be if project comes up.
- Discussion with Mr. Dick Williams questions pertaining to meeting of 2/23/16 (he was in Florida):
Dick inquired about the ANR granted on Walnut Street
He also inquired about Mills Road/Moulton Mills Pond/Old Man Oil property.
Discussion ensued. Dick stated that he was asking for informational purposes.
Mr. Eric Smith stated that he will obtain a Flood Zone Map.
Moose Crossing/affordable lot:
Ask Julian Votruba to come back to next meeting to get it clearly spelled out and why he is or is not responsible for it. If he can show just cause per Dick then okay.
Like Kind Soil Bylaw: Planning Board gave back to the Conservation Commission.
Brief discussion – Bylaw Subcommittee tomorrow night
Jackie is trying to transpose Marilyn’s notes to do the warrant.
She will email to Norman tomorrow.
Invoices: $112.83 for Planning Board supplies.
Tom Ruchala/Sunnyside Ave was referenced.
Papierski’s property the town is taking:
Copy from Board of Assessors (Private Streets and Dunkin Donuts) Person is selling a piece of land near the school. For further planning in Rutland we should look into this.
Decent traffic flow out of Pommogussett, move Dunkin Donuts.
Need to do some planning before it’s too late. Make some private roads to public roads.
Dick illustrated and said the best way to have flow of traffic.
If this town wants to progress we need to think this way.
Dick stated that a program with Mass DOT started today. Dick, Stephanie and Margaret attended. They will be putting together a proposal to Dan at CMRPC, Selectmen and Mass DOT, etc. in addition to Chapter 90.
