Rutland Planning Board
Minutes
3/10/15

Present:  Norman Anderson, Dick Williams, Addison Redfield, M. Sidoti

Excused: Tim Nahrwold

Open meeting: 6:37pm.

Review minutes of 2.24.15
Addison moved to accept with corrections, Marilyn 2nd, all in favor.
Dick abstained.

Decommissioning Surety Bond for Treasure Valley Solar Project:
Chairman stated that this agreement is strictly between the applicant and Planning Board.
Both he and Susan have searched for the agreement, to no avail.  Susan contacted Anita, Town Clerk, she will look for it.  Becky, Treasurer was also contacted.  She does not have it either.
Anita plans to speak with Sally Hayden, former town clerk, to see if she recalls receiving the document.  

Putnam Solar Project:
Chairman stated that the Board has not discussed the surety with applicant.  There is still time but this will need to be addressed.
Chair stated the Board needs to put in a condition that no topsoil be removed from the site.

Quinn Engineering report of 3/10/15 was just received on the following:
-Kenwood Court Solar Project
- Golden Hills Solar Project

ANR: Dave Sczurko:  Right of way power company on Prescott Street
Did not show up.

Budget meeting: 3/24 at 7:15pm
Members discussed requesting full stipend back.
Addison questioned if Susan received a raise.  Jackie O’Brien explained that Susan is on the last step.  Cost of living adjustments depend on the town’s budget.  Discussion ensued.

By-law Subcommittee meeting:  3/16 at 9:00am.

Bear Hill Release of Covenant:  Chairman stated that he has still not heard back from Attorney Cranston on this.

Mr. Gasparoni conservation restriction:  Postponed to September 13, 2015.

Brice Lemon Subdivision:  Chairman has not heard anything yet.

Meeting recessed for public hearing on Rutland Solar, LLC.

Meeting reconvened 9:37pm

There being no further business the meeting adjourned at 9:46pm
