Open meeting: 6:40pm

Review minutes of 9/9/14 and special meeting with Selectmen and Mr. Gary Kellaher
on 9/16/14:
Dick moved to approve, Marilyn 2nd, all in favor.

Discussions on conservation restriction and homeowners association on Brice Lemon Estates prior to public hearing continuation:
The plans have been presented to the Board.  Discussion ensued.
Moving forward no building permits will be issued until any conservation restriction documents have been recorded at the registry.

Copies of Crestview, Central Tree Estates, Highlands of Brunelle, Brunelle West and Brunelle North, Carlson Way, recorded conservation restrictions and homeowners association:
Dick questioned where these are.
Attorney Kiritsy found the following on the registry tonight.
Central Tree Estates and declaration of conservation restrictions covenant on Crestview done in 1998 (before Central Tree Estates).  Highlands of Brunelle West (Gengel C&S builders) declaration of restrictive covenant, conservation restriction and deed of easement in 2004 for Brunelle West. Mr. Blair stated that no homeowners associations were done back then on Blair developments.

Meeting recessed at 7:10 for continuation of  public hearing on Brice Lemon Estates.

Meeting reconvened.

Tabled to next meeting when Tim is present:  Brintnal Estates status and Noble Hill’s special permit time frame.

Special November 17th town meeting:
The Board has until 9/30 for to submit items.  
Addison would like to get the following item for the November meeting.
“Amend existing bylaw to allow a 2nd structure to be built on an existing structure on a property someone wants to builds a house on”.
The Board would prefer further discussion.  This will be placed on the agenda for next meeting on 10/14/14.

Arial picture of Treasure Valley Solar Farm (viewing 400 feet above the array) done by Donna Griffin was sent to the Board.
Dick stated that he spoke with Becky to see if she received any payment yet on the pilot program from Treasure Valley.  To date she has not.
Jackie informed him that the town will not be billing for this.  Treasure Valley should be sending the money automatically to the town on a quarterly basis.
A payment should have been received by now.  Grand Opening was in June.

A discussion ensued with Mr. Jeff Lacy to see if he would be available to assist the Board in finding a town planner.   

Copies of Quinn report on Brice Lemon Estates were given to the Board for homework prior to the next meeting.  

There being no further business the meeting adjourned.
