RUTLAND  PLANNING BOARD SPECIAL MEETING

Opened by Chairman, Norman Anderson—7:05 P.M.
Members present: Norman Anderson, chair; Marilyn Sidoti; Richard Williams; Timothy Nahrwald; Addison Redfield
Note: This was a meeting called by DPW Superintendent, Gary Kelihar for the purpose of exploring and discussing Brice-Lemon Estates sub division sewer connection.  Meeting was a joint meeting with Board of Selectmen; Board of Health; DCR; Conservation Committee; Kevin Quinn, Quinn Engineering and Carl Hultgren, Quinn Engineering, plus interested members of the public.
  • Richard expressed surprise that the State DCR owns the dam and spillway of Muschapauge Pond.  Discussion followed in explanation of the origins and present condition.
  • Richard asked if water would be connected down Charnock Hill Rd?  Answer:: yes in order to loop the system.
  • Tim asked how old the current pumping stations are.  Not answered.
  • Richard asked Gary if he had a flow sewer flow meter that could be installed at Rutland Heights to wee if unusual amounts of water might be entering the sewer system at that point.  Answer:  Would be able to use the meter currently installed at Devereux when no longer needed there.
  • Tim asked if the changes in regulations between 2007 (original permitted plan) and current regulations would be substantially different.  Answer: Regulations are basically the same.  Follow up:  How can plans be compared or matched between ’07 plan and new 2014 regulations.  No answer
  • Tim asked how many pump stations were proposed for Brice Lemon?  Answer. Two (2).
  • Marilyn asked who would ultimately sign off (approve) the permits/plans?  Answer: Gary and BOS.
  • Tim asked if a permit exists for looping on Charnock?  Answer:  Long discussion/answer by Clealand Blair, jr. that  this was the result of a verbal agreement between Carl Christianson (former DPW Superintendent) and Blair.
  • Marilyn responded to a question from Sheila Dibb  (regarding the process) that all of tonight’s discussion was relative to sewer.

  • Tim asked how long the (sewer?) permit is good for?  Answer: forever.
