Open meeting: 6:35pm
1. Review prior meeting minutes;
- Miliken Brook public hearing 2/25/15: Addison moved to accept with corrections, Tim 2nd, all in favor. Dick abstained.
- Regular meeting minutes 2/25/14: Tim moved to accept with corrections, Addison 2nd, all in favor. Dick abstained.
- Miliken Brook public hearing 3/11/14: Dick moved to approve with corrections, Tim 2nd, all in favor.
- Regular meeting minutes 2/11/14: Dick moved to accept with corrections, Tim 2nd, all in favor.
2. Miliken Brook Estates: Sections 44 and 35 of the Rutland Zoning Bylaw were referenced
prior to vote on special permit.
Discussion ensued.
Mr. Blair has not spoken about ownership. Definition of ownership needs to be
submitted with definitive plan. Mr. Lacy suggested that moving forward the Board could write
a draft decision on the special permit, after which they could vote on it. This would eliminate
the 14 days to final action process. The question was raised whether moving forward all
applicants should be required to have a homeowners association?
Vote: Addison moved to accept the special permit on Miliken Brook Estates, Dick 2nd,
all in favor. Special permit was signed and brought to the town hall and put in town clerk box
this evening. Mr. Lacy distributed a checklist for special permits to members along with
a map of the town of Rutland from the DCR office of Watershed Management,
Belchertown, MA with updated parcel information.
3. Planning Board jurisdiction over ANR submittals:
Dick commented on the fact that the Board has no jurisdiction over ANRs. He mentioned his
concern about a safety issue on Ridge Road (access for plowing and fire truck, if needed).
He would like to see another road access to Route 68.
There being no further business the meeting adjourned at 8:00pm.
