Guests:  Mr. Mark Elbag, Attorney George Kiritsy, Jim Soucy, Mr. Clealand Blair, Jr., Chris Warrington, Julian Votruba, Michael Gasparoni

Open meeting: 6:30pm

  • Review minutes of 3.25.14
           Tim moved to approve, Addison 2nd, all in favor.

  • ANR/Prescott Street/Jim Soucy and Mark Elbag, Jr:
The plan was reviewed.  
  • 200 foot frontage
  • R-60 Zone
  • Error was noted on the plan (zoning is different from one side of the street to the other).  Mr. Soucy is giving the property to the existing owner.  
  • Dick moved to endorse the plan, Addison 2nd, all in favor.
Applicant will not be charged for ANR as previous plan was endorsed in error.

  • ANR/ Calamint Hill Road/ Mark Elbag, Jr:
Plan was reviewed.  There is no Calamint Hill Road listed in Rutland.  A lengthy discussion ensued.  Mr. Elbag will write “Princeton Road AKA Calamint Hill Road on the plan.  Chairman will send a letter to the Selectmen pertaining to this.


  • New Brice Lemon Estates plan/Mr. Clealand Blair, Jr. and Attorney George Kiritsy:
The new amended definitive plan with 112 lots and 63.26 acres of open space off of Charnock Hill Road was reviewed.
  • Page 1: New phasing plan (old phasing plan was already approved).  All work has been approved in the past.  Fill is being brought in on Charnock Hill road.  
  • Mr. Blair hopes to fill in crossings, and eliminate all bridges (only arch is needed).  
  • Chairman suggested Mr. Blair bring a detailed engineered plan in time for Gary Kellaher, DPW, to go to DOT to confirm it’s not a bridge).  
  • Project will be done in three phases.
  • Conditions of approval were reviewed. Mr. Warrington stated that the Brice property has been designated as 135 acres on the national historical register.  It affects his designation plus the Rufus Putnam house.  Chairman advised Mr. Blair to check with Town Counsel on this.
  • Amendment is not minor.  It will need to go to Quinn Engineering for review and a public hearing will need to be set up.  
Public hearing has been scheduled for  May 27h at 7:00pm.

  • Bear Hill Bond reduction request:
After a discussion Tim moved to approve the reduction of the bond amount to $636,413.75. Addison 2nd, all in favor.

  • Land on Campbell Street/Michael Gasparoni and Julian Votruba:
Mr. Votruba and Mr. Gasparoni are seeking advice on land Mr. Gasparoni purchased (lots 1 – 7) from George Lussier.  He has 6 estate lots (63 acres open space with distance of 500 feet) and would like to seek a special permit to put in 3 common driveways.  Plan was reviewed and meets open space criteria.
Driveways would be owned by individual owners.  Applicant will own the open space.  Subdivision regulations and L.I.D. were referenced.  Discussion ensued.

  • Mail:
  • Letter from Attorney Harry Kotseas office regarding 9 Olivia Lane (Central Tree Estates).  Attorney would like the tri-partite agreement which goes back to 1987.  Chairman will check the archived files at the town hall.  If it cannot be found, Attorney will be advised to contact Mr. Blair.
  • Chairman received a call from Mr. Matthew Shortsleeve, Mercury Solar Systems which is now R.G.S. Energy.  He is ready to proceed with the Putnam Solar Project.  He requested to be put on agenda next meeting (4/22 at 7:00pm).  Chairman will contact him.  


There being no further business, the meeting adjourned at 9:15pm.
