RUTLAND PLANNING BOARD MEETING MINUTES
October 14, 2014
Opened: 6:31 P.M.
Present: Norman Anderson, chairman; Marilyn Sidoti; Richard Wiliams;Timothy Nahrwold; Addison Redfield
Absent: Susan Ducharme
Minutes: September 23, 2014 moved to accept by Richard Williams; 2nd Marilyn—Approved with corrections. Public hearing minutes of September 23, 2014 approved with corrections.
ANR: David and Maureen Sjczurko presented a plan to separate two (2) lots from an existing lot (N/F Ralph Elge) with a check (#148) for $450.00. Addison moved to endorse; 2nd Tim Nahrwold—unanimous.
Discussion with Clea Blair, jr regarding replenishing of the Brice Lemon fee account. Marilyn asked about the procedure for collecting and maintaining sufficient funds in an account. Norman stated that the procedure is spelled out. Richard asked that we hold off asking Blair for more money until a future date—all agreed.
Norman will make a note that we review the payment worksheet for Brice Lemon.

Re-convened regular meeting 8:52 P.M.
Following much discussion regarding the required oversight of various department heads of sub division plans Tim moved that the chair deliver a set of plans to DPW, Fire, and Police with a cover letter stipulating a two (2) week time limit for comments and return to Planning Board. Addison 2nd—unanimous
Old business:
- Tim asked about the status of the Noble Hill and Brintnal Estates projects.—Have two (2) years passed with no shovel in the ground? Addison stated that he did not want to force building or sale to a third party by putting undo pressure on a builder—let the economic factors prevail.
- Norm posed the question--that if we declare a Special Permit no longer valid does that mean the original plan cannot be built because the Special Permit provides for a smaller lot size and reduced frontage? This prompted discussion of whether or not we can rescind.

- There was much discussion regarding Brintnal Estates crossings: i.e. involvement of
- DEP, DCR—have they been addressed by Planning Board?
Corespondence:
Letter from George Kiritsy to Rutland B.O.S. as to why Blair should be given a sewer permit.
New Business:
- Richard read a request from a citizen about changing the Recreation Committee to be placed under the supervision and control of the Rutland D.P.W.
- Richard stated that he had been informed that our sidewalks (most) are not ADA compliant in terms of width and crosswalks are not up to minimum standards.
- Marilyn reminded the Board about the possibility of changing our bylaws to allow for a second structure to be build on a single lot while the existing structure temporarily remains.
