Mr. Kiritsy gave an overview of the entire project. He also referenced Chapter 61A land now or formerly owned by Schwartz and Johnson.
The developers are looking for an Open Space (special) permit. The conventional plan originally referenced 35 lots—by adding Schwartz property (subsequently purchased by developer and added to the plan) the lot count has been increased to 41 lots.
The far Westerly edge contains wetlands. A narrow band of wetland exists in the center of the property. The proposed plan involves zero (0) wetlands impact.
Richard questioned why no roadway was being designed to intersect Route 68. Atty. Kiritsy answered that some of the land that Richard suggested as suitable for an intersect with 68 is currently owned by the Developer that there are serious title issues involved. There followed some discussion between Richard, George Kiritsy, and James Kalloch.
Kiritsy requested that the Board issue a Special Permit in order to move forward with a definitive plan and a Limited Impact Development (LID) project. Kiritsy stated that necessary soil testing to comply with LID requirements will be a part of the plan.
Tim pointed out that 25% of each lot has to contain proper soil and be set aside and restricted to qualify for a LID project Jim Kalloch gave an overview of soil types necessary for LID project. Reference was made to “A”, “B” and “C” types of soil.
It was noted that no representative from Quinn Engineering was in attendance—Quinn’s written report was referenced, especially as to the fact that soil conditions are not yet known.
Norman asked about possible fire ponds. Jim Kalloch pointed out the proposed locations being considered.

Norman referenced the condition of Ridge Road and the impact of increased traffic. Tim and Addison were not willing to vote to make the Builder responsible for any upgrades to a public road. Chairman suggested the easiest way would be to have Mr. Blair give to the DPW account money for tree and stump removal. Mr. Blair agreed in principle.
It was proposed that a site walk be arranged on the property before any approval of a definitive plan.
Quinn Engineering, in their written report, questioned the fact that some lots were not properly numbered/identified on the plan. There was discussion as to whether the preliminary plan should be approved because of the missing lot number/identification—the majority of the Board felt that it would be okay to move forward.
Tim moved to close hearing at 8:08 P.M.; 2nd Richard—unanimous
