- Review of 2/12/13 minutes:
Addison moved to accept the minutes as corrected, Marilyn 2nd, Norman in favor. Tim abstained.
- ANR/Maple Ave (East Side)/Jim Soucy and Julian Votruba:
Four lot plan was reviewed. All lots have frontage. Addison moved to endorse the plan as presented, Tim 2nd, all in favor. A check for $550.00 was received (one lot is being altered or created). Addison moved to endorse plans as presented, Tim 2nd, all in favor.
- Ownership and Assessment of Open Space property Central Tree Estates and Brunelle West:
Chairman referenced Attorney Cranston’s response letter to the Board on whether the individual owners own a portion of the open space or was ownership retained by the builder. Mr. Blair did retain ownership of Central Tree Estates.
Section 35A, 36B, and 2 in the Zoning Bylaw were referenced. The Board believes that adding language to the subdivision bylaw is something that should be considered as McAllister, Noble Hill, Brice Lemon and possibly Miliken Brook are open space subdivisions.
Chairman will speak with Mr. William Scanlan to see if he would be interested in assisting the Board with this.
The Board also discussed the need to start pushing Conservation Restrictions at the start of a project.
Referenced: Letter to the Selectman dated 6/9/2009 from the Board regarding Conservation Restrictions on Moose Crossing, Fieldstone Estates and Hillcrest Estates.
Chairman will speak with Attorney Cranston regarding special permit language.
Plan dated 2006 was reviewed. Second egress and the 2 wetland crossings in the same wetlands were of concern to the Board. The Board questioned if the 1981 plan was rescinded. Susan will check the minutes.
Quinn Report dated 7/25/11 was referenced. Many questions require answers.
Susan will copy the report for the public hearing continuation on 4/23/13 at 7:00pm.
There being no further business, the meeting adjourned at 8:34 pm.
