RUTLAND PLANNING BOARD MINUTES
March 27, 2012
Opened: 6:34 PM
Present: Norman Anderson, chairman; Richard Williams; Addison Redfield, Stephanie Bacon, Tim Nahrwold
Guests: Caitlyn Kellaher, Landmark, Bob Cox
Minutes of 3/13/12 will be reviewed after public hearing on Site Plan/Mr. Putnam/East County Road.
Meeting reconvened at 6:43pm.
- Findings after public hearing noted above.
- Application is complete
- It is an appropriate use for zone district.
Stephanie moved to grant site plan approval, Dick 2nd, all in favor
Vote: Unanimous
Check for $700.00. #4050
Findings were transcribed and letter was given to Rick Travers, Building inspector stating that the site plan was approved, conditions and findings will follow.
- Regular meeting minutes were approved with no correction, Addison, Dick, Norman, Stephanie, Tim abstained.
- Public hearing minutes for Estate lot were approved with no correction, Addison, Dick, Norman, Stephanie, Tim abstained.
- Selectmen memo regarding Edith Lane and Karen Way: Request for recommendation from the Planning Board on road acceptance was read.
Dick moved to recommend Edith Lane and Karen way favorably, Addison added a 2nd discussion as he was concerned if the Board accepts the road that is not up to standards this could create a precedent for other roads in town.
Discussion ensued. Cool Sandy Beach built in 1938 was referenced.
Vote to recommend favorably: 3 to 2

Chairman will write up a letter to the effect that recommending favorably could create precedent setting on roads that were not built to today’s standards.
He will forward to members via email for approval.
7:29pm - Meeting recessed for public hearing continuation on Sunnyhill Estates
7:59pm – Meeting reconvened.
- Warrant article for Town Meeting:
Chair submitted article to Selectmen for several housekeeping things for Rutland Zoning By-law. Document was gone over. Chairman gave this to Jackie O’Brien. She will send to Town Counsel for review.
Public hearing was set for 4/24/12 at 6:31pm
Addendum: Public hearing had to be rescheduled to 5/8/12 at 6:31pm due to
an early deadline this week for the Landmark Total Market Coverage..
- Solar Project Glenwood Road (Court) Engineering comments from Quinn Engineering (reference memo 3/23/12):
Comments were gone over.
8:00pm – Meeting recessed for public hearing on Solar Project, Glenwood Road
(listed as Glenwood Court on application). Mr. Buettel and Gus Abalo of Eosol Americas.
8:45pm – Meeting reconvened.
- Gift of Land (24 acre parcel) to the Rutland Land Conservatory:
Mr. Bob Cox stated that the property belongs to a resident who would like to protect this primarily forested land as wildlife habitat. The property has a small network of trails that lace back and forth between stonewalls and along the intermittent stream that ultimately empties in Worcester’s Pine Hill Reservoir. The property has been enrolled for many years in Chapter 61A.
Mr. Cox would like to know what type of plan the Board would need before the land is surveyed. He asked if the Board would approve a landlocked parcel to which the Board responded that the remaining property must confirm to zoning.
Mr. Cox will return to a future meeting with an ANR plan and a check for $400.00.
He asked if the Board would waive the fee. Discussion ensued.
There being no further business, the meeting adjourned at 9:00pm.
Addison motioned, Stephanie 2nd, all in favor.
