RUTLAND PLANNING BOARD MINUTES
October 23, 2012

Opened: 6:41PM
Present: Norman Anderson, chairman; Richard Williams; Addison Redfield, Marilyn Sidoti

  • Minutes of 10/9/12:
  • Regular meeting minutes: Dick moved to approved with corrections, Addison 2nd, all in favor.
  • Sunnyhill Public Hearing continuation: Dick moved to accept, Marilyn 2nd, all in favor.  
  • ANR/Emerald Road/Mr. Bill Oliver
Mr. Votruba of New England Environmental Design presented plan.  Mr. Oliver plans on splitting property between himself and his sister.  Board reviewed plan.  Dick moved to endorse, Addison 2nd, all in favor.  Check for $450.00 (check #488) was received.

  • Bigelow Mobile Homes, 57 Maple Avenue Special Permit Modification/Bonnie Besse:
Chairman read memo from Zoning Board of Appeals.  They would like the Board to comment prior to their public hearing on 11/7/12.   Mrs. Besse would like to eliminate the turnaround.  The Planning Board questioned whether she plans to do something different with the roadway so the turnaround is not necessary.  Original permit is from 2006.  Plan was reviewed.   
A letter will be sent to the Zoning Board of Appeals stating the following:
The Planning Board does not feel the plans received contain sufficient detail for them to make any determination.  1. There is no showing where the sidewalks are constructed, are to be constructed or to be eliminated.  2. The plans do not indicate location of the turnaround to be eliminated?  3. Is the right of way going to be sufficient for emergency vehicles?  4. Will the improved portion of the right of way be sufficient to provide for travel of emergency vehicles during all seasons?  If you would forward more complete plans, the Planning Board would be happy to comment further

  • Central Tree Open Space:
Chairman stated that he spoke with Elise, Board of Assessor’s office.  She would like meet with the Board regarding Central Tree Open Space which she believes was turned over to the town in 2006.  This has not come to the town for acceptance.  Blair owned the property and MDC had rights on this property. She is also upset about Brunelle taxes on open space.  The percentage of open space was not put in the deed.  

Chairman stated that Mr. Gengel brought deeds for the property and roads (not open space) to the Town clerk awhile ago.  Chairman will check with Elise on this.

  • Lussier Self Storage Unit/ 24 foot access easement to Lot B4.  
Plan was reviewed.  A letter was sent to Mr. Lussier on 9/25/12 with a copy of Quinn Engineering’s invoice requesting payment in the amount of $1,526.00.
Susan will send a reminder notice to Mr. Lussier as this could have been an oversight on his part.  She will also send a letter to Mr. Rick Travers, Building Inspector stating to hold off on the building permit until the Board receives payment from Mr. Lussier.  

  • Housekeeping:  Flat files were labeled and plans filed.  Susan will start working
On archiving ANR files after 1980.  Completed subdivision file folders will be archived as well.
