RUTLAND PLANNING BOARD MINUTES
Minutes
4/10/12
Present: Norman Anderson, Chairman; Richard Williams; Addison Redfield, Tim Nahrwold
Excused: Stephanie Bacon
Guests:  Mark Elbag, Jr., George Lussier, Doreen Dunn of C&S Builders. Jay Finlay, Charlie Bucci
Meeting opened at 6:32pm
  • Review minutes of 3/27/12
Dick moved to accept minutes, with corrections, Addison 2nd, all in favor.
Review public hearing minutes:
  • Putnam – Dick moved to accept, Addison 2nd, all in favor.
  • Sunnyhill – Addison moved to accept, Dick 2nd, all in favor.
  • Solar Site Plan (Glenwood Road) Dick moved to accept with corrections, Tim 2nd,
all in favor.

6:54pm – Meeting recessed for public hearing Lussier estate lots
7:03pm – Meeting reconvened.

  • Village District By-Law: Chairman stated the by-law was voted in and signed by Attorney General.  Discussion ensued. Map was referenced.
  • Lussier Estate lots:  Special permit on estate lot was approved.
            Addison moved to endorse the plan Tim 2nd all in favor.
        Certificate of action will be signed and given to the Town Clerk.

  • Brunelle North’s Carlson Way/Doreen Dunn (for Len Gengel) and Jay Finlay:
Doreen would like to receive some assurance that the Planning Board is all set before town meeting in May.  Silver lip at the end of a resident’s driveway was referenced.  Doreen stated that everything is fine accept the homeowner is concerned over the lip. He will be leaving for Florida tomorrow.  The Board is looking for assurance from Gary Kellaher of DPW.  
Gary has been in contact with Caruso.  Doreen stated that snowplowing is being done by Mr. Gengel.

Addison moved to recommend acceptance favorably contingent upon receiving assurance from Gary Kellaher (DPW) that all the work has been completed to his satisfaction.  Tim 2nd, all in favor.
Chairman will speak with Gary tomorrow and after which he will contact Doreen.  

  • Glenwood Road Estate lots (3) and ANR’s (3)/Mark Elbag, Jr.:
  • Acreage was gone over
  • Plan is pretty straightforward, with room for setbacks.
  • Applicant has applications
  • Appeal period is 21 days.
  • Public hearing will be set up for May 22nd at 7:00pm.  
  • $500.00 check #828 for special permit
  • ANR fees (7 lots) $300 filing fee plus $50 per lot.
  • Mark will bring check and plans, after which public hearing will be scheduled.
Motions: Certificate of Actions
  • David Putman Site Plan Approval:
Tim moved to sign Certificate of Action, Dick 2nd, all in favor.
Copies will be sent to Building Inspector and Mr. Putnam.
  • Jim Soucy Estate lot on Maple Ave
Tim moved to sign Certificate of Action, Dick 2nd, all in favor.
Copies will sent to Jim Soucy and Town Clerk.

  • Next meeting:
Word from Quinn Engineering on Solar after which a vote on site plan approval with findings and conditions will be done.
  • Invoices:
Chairman received invoice from Quinn Engineering on Glenwood Solar Project.  This invoice is not part of the $1400.00 given to the Board by Mr. Gus Abalo of Eosol Americas for Site Plan Review.  Quinn Engineering will be asked to clarify.
  • Letter to Selectmen regarding Brunelle North’s Carlson Way:
Letter will go out this week prior to town meeting next week.

There being no further business, the meeting adjourned at 8:12pm.
