Absent: Opening of meeting by the Chair: Scott Gilroy opened the meeting at 6:00 p.m.
The Board of Health will be referred to as the “Board”.

Review and Acceptance of Minutes:
Karin Prucnal motioned to accept the minutes of March 26, 2018. Elliott Nadeau seconded. Vote was unanimous.
Correspondence reviewed as received
Helen Viner – Perc Tests, Emerald Road, Lots 1,2,3 and 4 letter request
Rich Stevens discussed with the Board that Mrs. Viner should have new perc test/soil evaluations done when she is ready. Rich called Mrs.Viner to let her know this.
Letter from Millbury Board of Health – RE: Solid Waste Hauler Application\
The Board forwarded the letter to all licensed haulers to ensure that they were aware of the requirements of the Millbury Board of Health for hauling through Millbury.
EDS Drill Summary Email - The Board reviewed the email.
Administrative:
Milk & Cream Applications
The Board discussed changing the effective date of milk & cream permits to January 1 – December 31. They are currently due to expire June 1. A letter will be sent to all milk & cream holders along with a new license expiring December 31.
Elliott Nadeau made a motion to change the effective date to January 1 rather than June 1. The current licenses will be extended to December 31 with no additional fee. Karin Prucnal seconded. All in favor.

Jennifer Ford – Alternate Animal Inspector nomination
The Board met with Jen Ford to discuss her becoming an Alternate Animal Inspector. She would like to be an Alternate. She will be the Animal Control Officer also. She will work with Brian Stidsen, current Animal Inspector and Rich Stevens, Alternate Animal Inspector. Scott Gilroy made a motion to nominate Jen Ford as an Alternate Animal Inspector. Karin Prucnal seconded. Motion made and seconded. All in favor.

Paul Varney – Vasucon – well dome
The Board met with Paul Varney, inventor of the Well Dome. He spoke to the Board about the Sanitary Survey Report from the DEP requesting that the well dome (2,000 lbs.) be lifted every month for routine monthly inspection. Owners are concerned that someone will contaminate well. Owners wrote a letter to the DEP with their concerns. A letter from the DEP will be mailed shortly to all interested parties. Mr. Varney will also send a copy of the letter that Hardwick sent to the DEP. Additional well letters from other Towns will also be sent to the BOH for review.
6:45 p.m. E.L. Harvey
The Board met with Ken McMenemy and Justin Wahlstrom from E.L. Harvey. Discussion of them buying Sons of Kristoff occurred. They would like to continue servicing residents of Rutland. Their application had been submitted prior to the meeting. Once a couple of items are submitted to the Board then a Refuse Hauling permit can be issued to them.
Health Agent’s Report
Old Business:
Wachusett Regional Recycling Center – Grants
The Board is in the process of reviewing the requirements of the grant. The Board asked Lynn Miller to follow up with Gary Kellaher about the Re-trac portion of the application.
