Minutes
Present:          Scott Gilroy, Chairman
                         Karin Prucnal, Vice-Chair  - left meeting @ 6:15 p.m.
                Lynn Miller, Administrative Assistant
Absent:
                         Elliott (Butch) Nadeau, Clerk
                         Richard Stevens, Assistant Health Agent

  • Opening of meeting by the Chair:  Scott Gilroy opened the meeting at 6:00 p.m.
  • Review & Acceptance of Minutes: Scott Gilroy motioned to accept the minutes of May 15, 2017.  Karin Prucnal seconded.  Vote was unanimous.
The Board of Health will be referred to as the “Board”.

New Business:   

            29 Barre Paxton Road:  

            A realtor called to inquire about conducting a Title 5.  She said the bank will probably do a Title 5  
            and contractor is looking into structural damage.

            6:30 p.m.
  • Vincent Ross – Glenwood Place
Scott Gilroy, Chairman had a discussion with individuals present (see attached sign in sheet). Karin Prucnal recused herself from this discussion and left meeting at 6:15 p.m.

Scott Gilroy informed the people at the meeting that unfortunately Randy Mizereck had passed away that day (June 29, 2017).

Vincent Ross, 23 Glenwood Place expressed his concerns about the perc tests that had been conducted years ago and more recent perc tests at Glenwood Place lots.  He stated that he believes that Randy Mizereck was not present for those perc tests. He said that he would possibly want to re-perc at his expense. He also stated that he has contacted Attorney General Margaret Early’s office about his concerns.  He was also inquiring about Richard Stevens’ qualifications for the position of Assistant Health Agent. He expressed concern that no one has taken responsibility for project.

Scott Gilroy stated that he would speak to Richard Stevens, currently Assistant Health Agent on the matter.  He would ask Rich to look at any notes and perc results/soil assessments for Glenwood Place and Scott would provide feedback to Vincent Ross as soon as possible. All the letters from Vincent Ross will be given to Rich Stevens also.

Bob Soderberg, 3 Ridge Road, expressed his concern with Lenny Gengel and the validity of perc tests from years ago. He feels the groundwater is very bad and basement is full of clay and water.

Discussion of this matter ended at 7:00 p.m.

Old Business:   

  • 5 Hope Way
Will Cassanelli informed the Board that he spoke to the bank and they will be meeting with the owner to discuss the house status.  

  • 13 Johnson Way
           Have not received any new information about the status of this property.    


  • 18 Hope Way
            Have not received any new information about the status of this property.    

  • 541 E. County Road
Town barriers have been placed on the right of way to the property and a no trespass court order has been  
given to Matthew Trafton. The DEP may do a site visit to conduct all necessary soil tests of the property.
Court order is attached.   

  •  Inspectional Services
The Board discussed final inspections and fees of septic system installations that needed to be completed by Assistant Health Agent.  Scott Gilroy made a motion to approve a $50.00 final inspection fee per subsurface disposal system is paid out of the Inspectional Services Revolving Fund to Richard Stevens, Assistant Health Agent.  Karin Prucnal seconded. Motion made and seconded. All in favor.

  • Health Agent position
The Board discussed the Health Agent position. The Board currently has Richard Stevens as the Assistant Health Agent.  The Board recommends that he serve as Interim Board of Health Agent at this time and further discussion of this matter will be on the next Agenda.   
            
Health Agent’s Report:  

Correspondence:    All correspondence was reviewed as presented.

Helen Viner – Emerald Road, Perc Tests – Lots 1,2,3,4

       Scott Gilroy motioned to grant the extension.  Karin Prucnal seconded.  All in favor. Extension granted.
                
Administrative:      

Next scheduled meeting is scheduled for August 21, 2017 @ 6:00 p.m.

Adjournment:  Scott Gilroy made a motion to adjourn the meeting. Karin Prucnal seconded.  Motion made and seconded.  Vote was unanimous. Meeting adjourned at 6:15 p.m.
