Finance Committee & Board of Selectmen Meeting
Meeting Minutes: 3/10/16
Finance Committee Meeting Opened: 7:03 pm


Finance Committee Attendance: Lyndon Nichols, Karen Nahrwold, Debbie Kristoff, David Bigelow and Tom Ruchala

Finance Committee Absent:  Carl Bindoo

Gary Kellaher, Margaret Nartowicz and Skip Clark were also present.

Dave made the motion to accept the minutes of the meeting from February 4, 2016. Tom seconded the motion. Unanimously accepted. Karen abstained from the vote as she was not present for that meeting.

Tom made the motion to accept the minutes of the meeting from February 23, 2016. Debbie seconded the motion. Unanimously accepted. Dave abstained from the vote as he was not present for that meeting.

Public Forum: Big 3 departments will all be present to discuss their needs and answer questions. All departments are allowed to speak. Margaret requested that the Finance Committee do a 5 minute presentation in regards to the budget process. March 30th 7 p.m. at Glenwood School

Budget Discussion: Margaret explained that in her TA recommended budget she took $50,000 to spread over all non-union wages. OAD recommended a step increase 2 ½% increase if at top of steps. MTP recommended 1.45% increase which is $561.60 each for a 40 hour a week position.

Loader debt – spread out over 3 years $50,000 in principal and $8,000 interest over three years.

Health insurance – 6.8% increase for health insurance….reduced the original increase impact by increasing the co-pays. Budget includes coverage for all that are currently on the plan as well as 1 additional single and 2 additional families. Town currently pays 75% and employees pay 25%

TA Recommended budget reflects a $119,000 decrease from requested budgets. Margaret met with all departments over the last week or so and is trying to mitigate any service decreases.

$58,743.33 of overlay and free cash is currently being used ….. $148,202 of free cash is still remaining

DPW: Energy efficiency audits for all buildings. Any of their recommendations can be completed using 0% interest free financing right through the electricity bill.

Karen made the motion to allow deficit spending up to $15,000 on the snow and ice line. Dave seconded the motion. Unanimously accepted.

Reserve Fund Transfer: $5k to 151-5200 Town Counsel Purchased Services Dave made the motion to approve the transfer. Debbie seconded the motion. Unanimously accepted.

Karen requested from Margaret updated Library budget information as well as updated recreation budget information.

Dave made the motion to adjourn, Debbie seconded. Unanimously accepted to adjourn at 7:52 p.m.
