The Order of Conditions for this property was approved back in November 2018. It was found that there is a Zone A on the property, so they are filing an RDA to find the flood plain elevations. There will just be general clearing in the area with natural outflow to the beaver pond. There is a positive determination, board had no concerns and approved the RDA.

The board received a written withdrawal from AMP Solar stating they would no longer be moving forward with the project and the hearing was officially closed.
Discussions:
Residents of Finn Park Rd. attended the meeting to discuss concerns regarding wash out of the roadway due to heavy rains and water flow. The residents in attendance included Ann & John Gwyther, Tom & Marcia Olson and Jim Goodrow. They are all in agreement that the damage has significantly increased since the construction of Golden Hill Solar Farm and requested that the board members come to view the damage in person. Joe was previously made aware of the damage following the heavy rains on April 15, 2019, and since residents aren't allowed on private property, he went to the solar farm to take pictures. These photos were shared at the meeting to show that the detention basin is not full, meaning the water is not coming from the field and Joe could find no other evidence of water coming from the solar farm and impacting the road below. However, in an effort to help facilitate a solution, Joe spoke to Mark Elbag (who also has a residence in the park). Mark has generously offered his time and equipment to create drainage underneath the road to help the storm water situation. He has asked that the residents come up with a qualified plan and approach him if they'd like to move forward. Joe also offered to reach out to Nexamp (owner of the solar farm) and request that they attend a meeting to hear the concerns of the Finn Park Rd. residents. When Joe hears back from them, Tomeca will reach out to Ann via e-mail and Ann will let the other residents know as well. However, beyond these efforts, anything else is outside of the board's jurisdiction and there isn't much more than can be done by the Commission.
