Discussions:
The board briefly discussed the idea of drafting and implementing a Conservation Commission by-law. Both by-laws and regulations have the same enforceability, but by-laws can be passed by a town and regulations are passed by an approving body. Peter's understanding is that the commission can only implement a by-law with regard to how close you can be to a resource. More research is needed, will re-visit this topic at a later date.
