Under Chapter 131, Section 40:
AMP Solar, Order of Conditions—199 Glenwood Rd.--Hearing opened at 7:23 P.M. Motion made to continue hearing to November 20th @ 7:15 P.M.--Motion made by Peter, seconded by Shawn; vote unanimous at 7:41 P.M.
Notes: Plans presented are for a ground mounted solar facility with 25 ft. from any wetland edge. There will be a fence then a road and then the array, with the fence sitting 6” off of the ground for wildlife. There will be a small wetland replication area adjacent to the wetland. The road will be 14 feet wide, graded and filled with gravel. The array is set back from the neighbors with the wetlands providing a buffer. Storm water study completed and detention basins are not needed. Melissa asked if the culvert will be re-done and the answer was no. There will be 21 acres of disturbance with minimal grading needed on the driveway. Joe was concerned about the far corner, but study proved no basin needed. Melissa had comments regarding NOI as follows: ORW not checked off; states that they are applying as a limited project and that is not necessary; MESA review checked off and not necessary, but they received approval. She asked if a shade analysis was needed, to which they responded it was not necessary due to minimal forestation. Array will also have battery back up, which will discharge at least 1x/week. Commission asked them to create a berm or trough to add protection to the wetlands. Hearing continued to November 20 @ 7:15 P.M. to await comments from DEP.

There is a 25 foot buffer from the wetlands with a 14 ft. wide dirt access road around the perimeter of the array for the fire department. Detention basins needed, no wetland fill at all. Drainage under control, awaiting storm water report. Gravel access road that turns to dirt and array is set back from the neighbors by the wetland. Looking to use the paddock land for a road and then a fence further beyond the road. Hearing continued to November 20th @ 7:30 P.M. for proper submittal of NOI.
Discussions:
Skip Clark addressed his concerns about built up sediment in the brook on Moulton Mill Rd. He believes it’s coming from the dam and also observed siltation in the culvert as well. Commission voted to approve Melissa to draft a letter to the DEP regarding these concerns.
Joe received  a letter from Mike Sullivan with the RDIC requesting that a member of the ConComm join the HPPD review board. All members were given the opportunity to volunteer and it was decided that Joe would represent the ConComm.
