Motion to approve Minutes from May 2, 2017 – Motion made by Peter, seconded by Shawn; vote unanimous at 7:20 PM.

Determination of Applicability, Mark Elbag, Jr., 3 Ulian Drive – Motion to sign a Negative Determination made by Shawn, seconded by Jake; vote unanimous at 7:26 PM.

Motion to close meeting – Motion made by Jake, seconded by Shawn; vote unanimous at 7:54 PM.
Hearings  

Notice of Intent, James Kalloch, Lot 1, East County Road.  DEP File # 277-0486.  Hearing opened at 7:31 PM.  Green cards received.  
The lot was created in the 70’s.  They are putting a single family house with a driveway, well and septic.  Erosion controls will be put in place.  Not too much grading and mostly flat.  They will be just outside the 200’ buffer zone.  Jake asked how he determined the wetlands.  Julian said by vegetation, etc.  Motion to close hearing made by Peter, seconded by Scott; vote unanimous at 7:40 PM.

They are putting in a single family home.  There is only one piece of upland.  This lot was also created in the 70’s.  Just using waddles and no silt fencing on the erosion controls.  There are no flooding issues, not even in the flood zones.  Motion to close made by Peter, seconded by Shawn; vote unanimous at 7:47 PM.

They are building a single family home.  It passed the perc tests, and it is 100’ out. There used to be a cart path here.  Joe is concerned that the flow would be interrupted with trucks, etc.  Julian will put in 12 inch pipes to help maintain flow.  He will put in 6, 8, or 12 inches of gravel on top. Jake thinks we should condition this.  A new condition to be added stating they have to put a 12 inch culvert before and after to maintain continuous flow.  Motion to close made by Jake, seconded by Eric; vote unanimous at 7:51 PM.

        They are repairing a septic system for a house.  DCR has already approved.
