Minutes from March 17, 2015 – Motion to approve minutes made by Eric, seconded by Shawn; vote unanimous at 7:14 PM, with Willard abstaining.

Motion to close meeting – Motion made by Shawn, seconded by Willard; vote unanimous at 8:04 PM.

Hearings

Golden Hill Solar, Swartz Avenue, DEP #277-0449
Hearing continued from March 17, 2015 and reopened at 7:35 PM.  Planning Board has a hearing for this on April 28th. Went on the site walk on Saturday, and the design has been revised due to Quinn’s comments.  They reduced tree clearing and a small portion of that is in buffer zone.  Tree clearing has come farther away from the wetlands.  

Basin 1 is the same as prior plan.  The Turkey Hill Road basin is now removed from the plan.  Sean spoke to Quinn Engineering this afternoon and asked about his review on the new plans with removed basin.  Quinn told him he could pass on to us that there seems to be no issues and the impact is lower than originally planned.  They are still waiting to hear from DCR about the right of way.

Eric B. said there is not a lot of earth removal and very minimal on the south end for tree cutting.  Shawn agreed there will be no impact to wetlands.  Eric sees it as less impact to the wetlands.

Ann Gwyther asked if there were trees in the wetland; Sean said there is no clearing going into the wetlands.  They tried to stay 25 feet away and are mostly away from the wetlands.  Joe said they are far enough away from the wetlands and will have erosion control methods in place.  Ann stated that she can see the field from her window.  Ann asked about the runoff.  Sean said it will be less than it is now.  Ann asked if Swartz Road is a public road; it is.  Shawn does not think she would see it.  Joe said there will be tree lines and a buffer zone.  Shawn told her as far as protecting the wetlands, they are doing a great job.  Motion to close made by Shawn, seconded by Willard; vote unanimous at 8:03 PM.
