Order of Conditions – Golden Solar, LLC, Swartz Avenue – Motion to sign Order of Conditions made by Scott, seconded by Peter; vote unanimous at 7:40 PM.

Lewis Street & Maple Avenue
Joe received a call that there may be a raw sewage leak on Lewis Street off of Maple Avenue. Joe will look into this and call the proper departments.
James McGann, Glenwood Road
Jim lives near the Elbag property on Glenwood. They need to move a building and there are posts in the ground that they will be removing and putting on his property. Scott suggested drawing a map and then we could give him a Negative Determination. He will be 25 feet from the closest point of the wetland. The removal will fall under Mark’s Order of Conditions for that property. We will add it to next week’s agenda and issue a determination at that meeting once we receive the drawing and a request.
Golden Solar, LLC, Swartz Avenue
Eric’s only concern is the swale they are carving out between the hills. Joe said they will have hay bales so it should be okay. Eric mentioned the other one at Treasure Valley should be bigger rocks.
Open Space Plan
Peter asked about the Open Space Plan. Joe explained that it was passed onto to the Board of Selectmen but fell by the wayside. Now it has come back up because Cindy Liptak has been pushing for it so she can get grants. Cindy has gotten the state to accept our 5 year plan instead of the 7 year plan as long as all department heads sign off, so that is where it is at. We will have to do another Plan next year, but we will not be paying for it this time like we did last time.
Dave Putnam, East County Road Complaint of 541 East County Road
There is an enforcement order from 2006 for 541 East County Road. There was fill and debris in the wetlands and was supposed to be fixed within 30 days and it is still not completed. Currently there is work being done, and it appears that he is digging up the debris and putting it in the dumpster. The old story is that the fill was from the town but we are not sure. Joe has been talking to the current resident who says he is cleaning it up. Joe says he has made some progress, but not enough. Joe told him a week & a half ago he had to get all trash away from the river by hand and then stay away from the river. The water is going over the top of a pipe that was placed in the river as well as underneath it. The enforcement order included removing the pipe out of the river, and returning the area to
“pre-pipe” conditions.
