Hearings

Putnam Solar Farm, Notice of Intent
Hearing opened at 7:05 PM.  Doug Andrysick from Andrysick Land Surveying presented for the applicant, showing and explaining the plan for the project.  There will be no work in the wetlands.  The closest spot to the buffer zone will be the widening of the roadway which will be done with gravel and will be 35 feet from the wetland.  There are no DCR restrictions on the property.  The start date will be the end of August with an end date in January.  The site will be stabilized once bases are in, which should be around mid to late October.  Motion to close hearing made by Shawn, seconded by Eric; vote unanimous at 7:20 PM.

Brice-Lemon Estates
Hearing continued from July 1, 2014.  Hearing re-opened at 7:23 PM.  Quinn is not done with their review, and are not present.  Julian reintroduced the project and what changes were made in accordance to Quinn Engineering’s review to this point.  The first phase of the project is the same on both the existing plan and the new plan, which is why work is being done under the old order.  There will still be three crossings, but with culverts instead of bridges.  The new revised plan will have 111 houses instead of 112.  Replication of 3,500 feet of wetlands will be done by the crossing with a total replication of 5,287 feet.  There is a three phase build out planned to minimize the environmental impact and is a balanced construction site building plan.  Temporary detentions will stay in place until the end of the project when the infiltrators will be placed online.  Motion to continue to August 5, 2014 at 7:15 PM made by Nancy, seconded by Willard; vote unanimous at 7:55 PM.
