Opening of Meeting by Chairman: Mr. Clark called the meeting to order at 6: IO p.m.
Present: Leroy Clark, Stephanie Bacon, Sheila Dibb, Wayne Walker, Michael Pantos
and Margaret Nartowicz, Town Administrator.

Review Articles for Special Town Meeting-October 26, 2015:
• Ms. Dibb moved to place Article 13 regarding the Sewer Easement at 1 Christmas Tree
Rd on the warrant as presented. Mr. Walker seconded. Motion made and seconded.
Vote unanimous.
• Mr. Pantos moved to place Article 1 on the warrant regarding the Senior Tax Work Off
Abatement Program, as presented. Mr. Walker seconded. Motion made and
seconded.
Vote unanimous.
• Discussion on Article 14 and 15, Solar PILOT Agreements and projects with Golden Hills
Solar LLC and Community Energy Solar LLC with Mr. Letsky, Solar Committee and Ms.
Peterson, Assessors Department. Ms. Dibb moved to place Article 15 on the warrant as
presented. Mr. Walker seconded. Motion made and seconded. Vote unanimous.
Ms. Dibb moved to place Article 15 on the warrant as presented. Ms. Bacon seconded.
Motion made and seconded. Vote unanimous.
• Ms. Dibb moved to place Article 2 in the amount of $14,839.45 for Sick Pay Buy Back
benefits to a Wachusett Regional School District employee. Mr. Walker seconded.
Motion made and seconded. Vote unanimous.
• Ms. Dibb moved to place Article 3 to purchase a used dump truck for the DPW on the
warrant as presented. Mr. Walker seconded. Motion made and seconded.
Vote
unanimous.
• Ms. Dibb moved to place Article 4 on the warrant to fund the Glenwood School roof
repairs as presented. Mr. Walker seconded. Motion made and seconded. Vote
unanimous.
• Ms. Dibb moved to place Article 5 on the warrant to fund repairs to the Fire Pumper as
presented. Mr. Walker seconded. Motion made and seconded. Vote unanimous.
• Ms. Dibb moved to place Article 6 on the warrant to fund Election Wages at $2,601.28
and Election Purchased Services at $2,087.01 as presented. Mr. Walker seconded.
Motion made and seconded. Vote unanimous.
• Ms. Dibb moved to place Article 7 on the warrant for the Police Wage
Account in the
amount of $8,294.00 as presented. Mr. Walker seconded. Motion made and
seconded.
Vote unanimous.
• Ms. Dibb moved to place Article 16 on the warrant to add a sum of money to the Reserve
Fund as presented. Mr. Walker seconded. Motion made and seconded. Vote unanimous.
• Hold on Articles 8 & 9 to discuss with the Finance Committee.
• The Board agreed to hold Article 17 (to add a sum on money to the Stabilization Fund)
until the spring town meeting.
Mr. Pantos made a motion to recess for 15 minutes. Mr. Walker seconded. Motion made and
seconded. Vote unanimous.
The Selectboard reconvened with the Finance Committee at 7:22 p.m.
• Ms. Dibb discussed the Town Clerk's proposed salary increase of 18%. Ms. Dibb is
concerned on the size of the increase for one person. She explained the previous increases
in salaries were completed over a 3-year period.
Ms. Dibb moved to combine Articles 8 & 9 concerning the Town Clerk's salary and make it
effective as of July 1. 2015. Mr. Walker seconded. Motion made and seconded. Vote
unanimous.
• Ms. Dibb moved to place Article 10 to impose a local meal tax on the warrant as presented.
Ms. Bacon seconded. Mr. Pantos not in favor. Motion made and seconded. Motion passed.
• Ms. Dibb moved to place Article 11 for the Wachusett Regional Operations Assessment on
the warrant (approximately $292,105.00 as presented. Ms. Bacon seconded.
Motion made
and seconded. Vote unanimous.
• Discussion of Assessor's Overlay account as a one-time revenue source. Two solar projects
are reoccurring. estimated to bring in $60,000 in FY 17.
Sign Special Town Meeting Warrant: Ms. Dibb moved to sign the Special Town Meeting
Warrant of October 26, 2015. Mr. Walker seconded. Motion made and seconded. Vote
unammous
