Opening of Meeting by Chairman: Mr. Clark called the meeting to order in open session at 7:04 p.m.
Present: Leroy Clark, Sheila Dibb, Stephanie Bacon and Michael Pantos
Others: Town Administrator, Margaret Nartowicz and David Jenkins, Labor Counsel.
Mr. Clark announced that the Board would enter into Executive Session under MGL, c.30A, s.21(a) for Reason #1 (Police Department), Reason #3 (Police Patrolman’s contract negotiations), Reason #5 (Police Department) and Reason #1 (Fire Department).
Ms. Dibb moved to enter into Executive Session for Reason #1 to discuss the reputation, character, physical; condition or mental health, rather than professional competence, of an individual, or discuss the discipline or dismissal of, or complaints or charges against, a public officer, employee, staff member or individual (Police Department). Ms. Bacon seconded the motion. Roll call vote: Mr. Clark aye, Ms. Dibb aye, Ms. Bacon aye, Mr. Pantos aye.
Ms. Dibb moved to enter into Executive Session for Reason #5 to investigate charges of criminal misconduct or to consider the filing of criminal complaints (Police Department). Ms. Bacon seconded the motion. Roll call vote: Mr. Clark aye, Ms. Dibb aye, Ms. Bacon aye, Mr. Pantos aye.
Mr. Pantos moved to enter into Executive Session for Reason #3 to discuss strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body and the chair so declares. Mr. Clark so declared. Mr. Clark seconded the motion. Roll call vote: Mr. Clark aye, Ms. Dibb aye, Ms. Bacon aye, Mr. Pantos aye.
