Present:  Joseph R. Becker, Chairman, Michael S. Pantos, Vice-Chairman, Leroy C. Clark, Sheila H. Dibb, Peter Letsky, Clerk and Nancy M. Macaruso, secretary.   

Mrs. Dibb moved to sign Treasury warrant #8 and payroll.  Mr. Letsky seconded.  Vote unanimous.

DPW:
Maple Avenue – beginning to middle of next week for top coat.  Tree grant – planting should be starting the end of this week.  Salt shed construction done & paved.  Sewer rate relief appropriation faxed in last Friday (has not been available the last two years).  Weston & Sampson will be doing a power point presentation at special town meeting on October 24th  on the wastewater treatment plant feasibility study.  Mr. Kellaher is trying to arrange a site visit for Mr. Letsky to view a waste water plant in a neighboring town.

POLICE:
Police Chief is attending a meeting in Barre regarding the regional dispatch.  Laura Pease, Animal Control Officer, will be available at the special town meeting for questions regarding the animal control by-law.  A grant was received for $3,400 for bullet-proof vests.  Lock up inspection on October 4th showed no violations.

FIRE:
Quiet.

OPEN SESSION:
The Finance Committee and CIPC both had representation to review the special town meeting warrant articles.  Discussion on setting the next special town meeting on Monday, November 14, 2011.  Selectmen’s regular meeting will be held at Glenwood at 5:30 pm on Monday, November 14, 2011.  Mr. Pantos moved to set STM on November 14, 2011 at 7 pm at Glenwood.  Mr. Letsky seconded.  Vote unanimous.

Article #1, #2 and #3 removed.  
Article #4 & #5 – Combined both articles.  Mr. Pantos moved to raise and appropriate a sum of money to conduct mask fit testing and/or fit testing for fire department personnel; or take any action in relation thereto.  Mr. Clark seconded.  Vote unanimous.
Article #6 – Ms. Dibb moved to place this article (appropriate from Available Funds/Free Cash).  Mr. Letsky seconded.  Vote unanimous.

CORRESPONDENCE:
1)  Memo from Building Inspector informing of a meeting on October 26th at 7 pm regarding the GeoTMS permitting software.
2)  Email from Executive Office of Energy and Environmental Affairs re:  the proposed soccer fields on Skyline Drive stating that neither soccer fields nor parking lots fall into passive recreation in the self-help grant.  Will be forwarded to Chris Senecal.
3)  Memo from Senator Brewer regarding the 2009 9C cuts.  Without notification, $19,076 was cut that the Town had been receiving since 2000 (buy in cost for joining Bay Path; will be restored for year 9).
4)  Sally Hayden reported via email that she and Clark Rowell, Financial Advisor, went to Boston to meet with the Municipal Oversight Board to ask them to allow the town to take advantage of the state qualified bond act which the Board previously voted.  They unanimously voted to accept.

NEW BUSINESS:
Mr. Letsky moved to appoint Donna Ferguson to the Cultural Council for a two-year term.  Mr. Pantos seconded.  Vote unanimous.
Ms. Dibb moved to appoint Penny Loan to the Cultural Council.  Mr. Letsky seconded.  Vote unanimous.

Reviewed motions for October 24, 2011 special town meeting.  All OK.
Next Selectmen’s meeting scheduled for October 31st   (Halloween) has been moved to November 1, 2011 at 5:30 due to the public safety communications tower hearing.  Will change Sally Hayden’s time on the agenda to 6 or 6:30.

OLD BUSINESS:
Patriot Lane:  Mr. Pantos retracted the original vote to lay out Patriot Lane and include on October 24, 2011 special town meeting due to an error in the legal description.  Mr. Clark seconded.  Vote unanimous.
Ms. Dibb moved to layout Patriot Lane and read the corrected legal description aloud. Will be included on the November 14, 2011 special town meeting warrant.  Mr. Clark seconded.  Vote unanimous.

Naquag renovation bid award & discussion – Base bid came in at $732,000 construction budget is just over $900,000.  Add Alternate 1 (roof) $148,000 = $880,000.  We will not be able to get Add Alternate 2 or 3 (boiler & windows). MDM Engineering had low bid. Lengthy discussion.  Mr. Pantos moved to award the bid to MDM Engineering $732,000 (base) + $148,000 (add alt. 1) = $880,000.  Mr. Letsky seconded.  Vote 4 to 1 with Ms. Dibb as the nay vote.
